Be proactive to develop
Speaking at the opening ceremony of the 2025 training course to improve human resources for cooperative officials, Mr. Pham Tan Tho, Director of Hoa Hoi Agricultural Service Cooperative (Phu Hoa district) said: Currently, the major policies and decisions of the Party and the State are creating historic shifts nationwide. Like other economic sectors, the collective economy cannot stand still. More than ever, the cooperative wants to have deeper access to fundamental knowledge such as the 2023 Law on Cooperatives, digital transformation, building new-style cooperatives, Resolution 20 on continuing to innovate, develop and improve the efficiency of the collective economy in the new period... Only proactively absorbing and implementing new things can help the cooperative improve its operations and change to integrate with other cooperatives. “With Dong Cam chili sauce, the cooperative is confident that it has found a place in the market. But when looking beyond the province, the cooperative sees that the product is still rudimentary. Therefore, we will continue to invest to improve the product and meet the increasing needs of customers,” Mr. Tho added.
When the two provinces of Phu Yen and Dak Lak merge, the new Dak Lak province will have about 1,000 cooperatives operating. With different natural conditions, cooperatives that want to integrate need to share and support each other to develop. Mr. Dang Kim Ba, Chairman of the Provincial Cooperative Union, said: The core cooperatives of Dak Lak province's collective economy are large in number (4 times larger than Phu Yen), the members in a cooperative are not many but the scale of operation is large; in particular, agricultural cooperatives (fruit trees, industrial crops, etc.) are highly specialized in production, processing, branding, and consumption. Although Phu Yen cooperatives are small in scale, the number of members is large. In terms of economic tasks, the cooperatives of other provinces do better, and in terms of political tasks associated with stabilizing rural life and building new rural areas, Phu Yen cooperatives are more effective. Therefore, when coming together, the cooperatives share together to perform well the tasks of the collective economy.
“The Phu Yen Province Cooperative Union will merge with the Dak Lak Province Cooperative Union in the near future. It is expected that by the end of May, the two unions will work together, discuss operational plans and agree on basic solutions so that cooperatives in the two provinces can operate smoothly together…”, said Mr. Ba.
Training, increasing industry connections
Training human resources for cooperative staff is an annual activity of the Provincial Cooperative Union. This year, this activity has more highlights with longer study time, and classes are also divided into subjects according to expertise and job positions. According to the Chairman of the Provincial Cooperative Union, there are no specific standards for degrees and qualifications for cooperative staff. Therefore, training and fostering classes play a very important role in raising awareness and updating knowledge for staff who are members of the Board of Directors and accounting and auditing specialists of cooperatives. To create connections in the industry, from 2024, the Provincial Cooperative Union will coordinate with the Vocational College and train Southern cooperative staff based on the framework program of the Vietnam Cooperative Union to complete training topics. Thus, cooperatives will increase interaction in the process of knowledge transfer from lecturers and increase the ability to absorb with students.
In the coming time, the Cooperative Union of Phu Yen province will also merge with the Cooperative Union of Dak Lak province. It is expected that at the end of May, the two alliances will meet to discuss the operation plan and agree on basic solutions so that the cooperatives of the two provinces can operate smoothly together...

According to Mr. Huynh Lam Phuong, Principal of the Southern Vocational College and Training of Cooperative Cadres, based on the training contract with the Phu Yen Provincial Cooperative Union, the unit has developed a plan to organize training courses for cooperative cadres and sent lecturers who are masters and doctors with high expertise and many years of experience to teach. 2025 is a year of many changes, including the KTTT component. Therefore, the unit emphasizes in-depth and urgent knowledge such as building a new type of cooperative associated with the product value chain, applying digital transformation in cooperatives, skills to resolve member complaints... Each issue is built into a topic associated with the process and roadmap. Typically, applying digital transformation in cooperatives will include the Party and State's policies and guidelines on digital transformation in cooperatives; knowledge of digital transformation in cooperatives; technologies in digital transformation; digital transformation roadmap in cooperatives; optimizing and promoting products on the cooperative's fanpage; e-commerce platform; Applying digital transformation in management, operation, production and business according to the value chain linked to product development in cooperatives; introducing cooperative models that effectively apply digital transformation technology...
