The characteristic of this model is that it consists of many member units, operating independently in terms of academics, finance, and organization.
There is a central strategic coordination apparatus but it does not interfere deeply in the academic activities of each unit. Reflecting a university ecosystem serving multiple goals: training, research, community service, innovation.
The National University was established by the Government of Vietnam to create a multidisciplinary, multi-field, high-quality, advanced-level university and postgraduate training and scientific and technological research center, serving as the core of the university education system, meeting the needs of socio -economic development. There are many good teachers and good equipment to train high-quality human resources.
In fact, with favorable mechanisms, enormous potential of scientists and a spacious development space, the two national universities have enough capacity to play a core, leading role, leading Vietnamese highereducation in training high-quality human resources, including developing a team of elite experts.
This model has existed for 30 years and is evaluated for its effectiveness through its contributions of in-depth academic value, especially in the fields of basic science and technology.
However, in reality there are still some problems due to the mechanism that need to be resolved for this model to be effective.
To promote their position, role and mission, the two national universities propose a specific mechanism for national universities.
Accordingly, national universities are directly submitted to the Government and the Prime Minister on strategies, programs, planning, long-term, five-year and annual plans, important projects and proposals of national universities and organized for implementation after approval; decide on investment projects under the authority of national universities according to the provisions of law.
Implementing a high level of financial autonomy, national universities have the right to decide on allocation, adjustment, transfer of funds and issue documents, only report, without needing to consult the Ministry of Finance...
According to experts, in the context of global higher education moving towards an integrated, in-depth and highly connected model, abandoning a structure with great potential is a step backward.
If we abolish the national university level, it may simplify some management steps, but this will lose the systemic strength of a multidisciplinary, multi-field university.
At the same time, it also loses the opportunity to build a strong university system, link resources, develop interdisciplinary and cross-disciplinary research and training to create large-scale influence.
Instead of abandoning this model, we should think about reforming and adjusting it to become a leading university model in innovation and integration.
