On April 26, the Steering Committee for key projects and national important railway projects (Steering Committee) held its second meeting. The meeting was held directly at the Government Headquarters and connected online with provinces and cities where railway projects pass through. Prime Minister Pham Minh Chinh , Head of the Steering Committee, chaired the meeting.
Attending the meeting at Hung Yen bridge point was comrade Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee.
The list of key works and important national projects in the railway sector includes: High-speed railway project on the North-South axis; Lao Cai - Hanoi - Hai Phong railway; Hanoi - Lang Son railway; Hai Phong - Mong Cai railway; urban railway projects in Hanoi and Ho Chi Minh City.
The Lao Cai – Hanoi – Hai Phong railway line through Hung Yen province is about 16.7km long, passing through Van Lam district and My Hao town. In Hung Yen province, it is planned to arrange a station in Dai Dong commune (Van Lam) with the scale and function of a mixed station, the station area is about 10.6ha. Preliminary information shows that the affected area must be cleared about 72.53ha, the number of affected households is about 140 households, the cost of clearance and resettlement is about 1,306 billion VND.
At the first meeting of the Steering Committee, the Prime Minister assigned 24 tasks to ministries, branches and localities focusing on removing difficulties and obstacles, speeding up project preparation procedures, including 19 scheduled tasks and 5 regular tasks. Of the 19 scheduled tasks, 6 have been completed, 12 have not yet reached the deadline and 1 task is behind schedule.
Delegates attending the meeting discussed, evaluated and gave opinions on the implementation status of projects, focusing on difficulties and obstacles and proposing solutions.
Speaking at the meeting, Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee, said: Implementing the direction of the Steering Committee, Hung Yen province has issued documents and organized the implementation of assigned tasks in the implementation of the investment project to build the Lao Cai - Hanoi - Hai Phong railway, especially the task of site clearance. The whole province has about 140 households whose land has been recovered and must be resettled. Therefore, the provincial authorities and functional branches have propagated and disseminated to the people about the project implementation policy and coordinated the implementation of tasks with determination and efforts to complete the work to ensure progress and quality.
Speaking at the meeting, Prime Minister Pham Minh Chinh said that the Party Central Committee and the Politburo have considered the Government's proposals related to the development of the railway sector, including: Upgrading existing railway lines; reconnecting existing but interrupted railway lines; implementing major railway projects such as the high-speed railway on the North-South axis; the railway connecting with China and urban railway lines in Hanoi and Ho Chi Minh City. Along with that, in a short period of time (from November 2024 to February 2025), the National Assembly has issued 3 Resolutions to implement railway projects, including: Resolution on investment policy for the high-speed railway project on the North-South axis; Resolution on investment policy for the Lao Cai - Hanoi - Hai Phong railway project; Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
Prime Minister Pham Minh Chinh requested members of the Steering Committee, ministries, branches, localities and units to promote a sense of responsibility; continue to review, deploy and carry out assigned tasks; propose solutions to implement works and projects to ensure progress and quality. The Prime Minister said that railway development involves many stages, many tasks, many items, with large investment levels; limited time, a lot of work, high demands; while understanding and technological capacity are not high. Therefore, it requires high determination, great effort, drastic action, completing each task, identifying focus and key points. Railway development involves many levels, many branches, many localities, so the Government established a Steering Committee for ministries, branches, localities and units to coordinate implementation based on their functions, tasks and powers, with the view of promoting decentralization and delegation of power.
The Prime Minister requested members of the Steering Committee, ministries, branches, localities and units to promote a sense of responsibility, assign "clearly to people, clear about work, clear about time, clear about results, clear about responsibilities, clear about authority", "look far and wide, think deeply, do big things"...
