Handing over houses under the Program to eliminate temporary and dilapidated houses in Tri Ton district

Effort to complete

Tri Ton is a mountainous district with a large Khmer ethnic minority population. By the end of 2024, the district had 2,164 poor households (6.47%) and 2,809 near-poor households (8.4%). The number of households in need of housing support was 1,336 (1,293 new construction, 43 repairs). Of these, 30 were households with revolutionary contributions; 591 were poor and near-poor households under national target programs; 706 were poor and near-poor households outside target programs.

Secretary of Tri Ton District Party Committee Lam Thanh Si, Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Tri Ton District, said that the program is not only about material support but also a manifestation of the spirit of "The whole country joins hands for the poor, leaving no one behind", of the close bond between the Party and the people, between the government and the people. Therefore, as soon as there were policies and instructions from the Central Government, the Provincial Party Committee and the Provincial People's Committee, the Tri Ton District Party Committee established a Steering Committee, issued directive documents and mobilized the participation of the entire political system. "The District Steering Committee clearly identified: This is not just a temporary movement but a major political task and campaign that needs to be carried out. On that basis, Tri Ton District has implemented the program with the motto of "6 clear": Clear people, clear work, clear progress, clear results, clear responsibilities and clear quality" - Secretary of Tri Ton District Party Committee Lam Thanh Si informed.

To effectively implement the Program to eliminate temporary and dilapidated houses, Tri Ton district has established a Steering Committee at the district and commune levels, headed by the Secretary of the District Party Committee and the Secretary of the Party Committee; 2 deputy heads are the Chairman of the People's Committee and the Chairman of the Vietnam Fatherland Front Committee of the district, commune and town. In addition, the Vietnam Fatherland Front Committee of Tri Ton district has mobilized philanthropists inside and outside the locality; launched cadres, civil servants, and laborers in the district to contribute 1 day's salary to support the program. On the other hand, the Steering Committee of 15 communes and towns introduced construction units and provided materials for households to buy and pay after completing the house. At the same time, mobilized union members, youth, police, and military to support people in building houses...

After 2 months of implementing the program, in mid-April 2025, Luong Phi commune completed 100% of the houses. By the end of April 2025, 39 houses for people with meritorious services were completed and handed over on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day. In mid-May 2025, 15/15 communes and towns completed the construction of houses according to the district's plan.

The whole system is involved.

Each newly built house is supported with 60 million VND, 30 million VND for repairs, the rest is contributed by the family. The total cost of the program to eliminate temporary and dilapidated houses in Tri Ton district is nearly 80 billion VND. Of which, the mobilized source is over 51 billion VND, the State budget is nearly 29 billion.

There are many cases where it is very difficult, there is no counterpart money so they only contribute their labor. With the most economical cost, the house still meets the "3 hard" standards according to regulations. Mr. Le Minh (Tri Ton town) said that his family has 6 members. He himself is a bricklayer, his wife is a small trader, and his children are of school age, so life is difficult. The house has been degraded for a long time but there is no ability to repair or rebuild. Mr. Minh was extremely excited to receive 60 million VND in support to build a new house. "This is a miracle for my family. The house is not only a warm home but also a solid spiritual support, helping the family continue to strive to work and produce, to escape poverty" - Mr. Minh confided.

Chairman of Tri Ton District People's Committee Nguyen Van Be Tam said that right after implementing the Program to eliminate temporary and dilapidated houses, Tri Ton district faced many difficulties: The number of houses to be eliminated was too large, budget resources were limited, and many households did not meet the housing land requirements as prescribed. During the implementation process, the district received attention and direction from the Provincial Steering Committee; the determination of communes and towns; the solidarity and support of cadres, party members, socio-political organizations and the support of philanthropists and businesses... which promoted the combined strength and aroused the spirit of "mutual love and support" among the people.

With the motto: "Proactive - Creative - Resolute - Synchronous", up to now, Tri Ton has completed the support of building and repairing 1,336 houses (accounting for 42.3% of the total number of houses that need to be removed in the province) - the highest in the province. "This is a telling number, reflecting the difficult reality of the district. At the same time, it is a testament to the efforts, high political determination and strong solidarity of the Party Committee, government and people in the district" - Chairman of Tri Ton District People's Committee Nguyen Van Be Tam added.
