Deploy the most necessary measures to prevent, avoid and respond to storm No. 15

The Prime Minister requested ministries, branches and localities to strengthen prevention and response to storm No. 15 to protect people's lives and property.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 231/CD-TTg dated November 26, 2025 on proactively preventing, avoiding, and responding to storm No. 15 in 2025.

Telegrams sent to the Chairmen of the People's Committees of the provinces and cities: Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong; Ministers of the Ministries: National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Culture, Sports and Tourism, Foreign Affairs , Science and Technology, Education and Training, Health; Office of the National Civil Defense Steering Committee.

At 4:00 p.m. on November 26, the center of storm No. 15 was at about 12.5 degrees north latitude, 116.1 degrees east longitude, about 230km from Song Tu Tay island. The strongest wind near the center of the storm was level 10, gusting to level 13. In the next 24 hours, storm No. 15 will move very quickly at a speed of about 20km/h.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the next 24 hours, storm No. 15 will continue to strengthen (possibly reaching level 11, gusting to level 14), the direction of movement and intensity of the storm will change a lot in the coming days.

However, the storm circulation and cold air can cause moderate to heavy rain in the area from Da Nang to Lam Dong. Along with the consequences of heavy rains lasting for the past few days, there is a very high risk of landslides, flash floods, and flooding of low-lying areas in this area.

From the recent natural disasters, to proactively respond to storm No. 15, ensure the safety of people's lives, reduce damage to people's and State's property, the Prime Minister requests:

Proactively prevent "early, from afar" and respond at the highest and most drastic level

1. Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, and Health; Chairmen of the People's Committees of coastal provinces and cities from Da Nang to Lam Dong shall organize regular, continuous, and close monitoring and updating of the situation, proactively direct and deploy measures to respond to storm No. 15 in a timely and effective manner, with the motto of proactive prevention "early, from afar" and response at the highest and most drastic level, putting the goal of ensuring the safety of people's lives above all else.

Ministers and Chairmen of Provincial People's Committees are fully responsible to the Government and the Prime Minister for the results and effectiveness of storm and flood prevention and control work in the sectors, fields and areas assigned to their management.

2. Chairmen of People's Committees of provinces and cities shall closely monitor the situation, focus on directing the quick overcoming of the consequences of recent storms and floods according to the direction in Resolution No. 380/NQ-CP dated November 25, 2025 of the Government, and proactively deploy the most necessary measures to prevent, avoid and respond to storm No. 15 and storm-induced floods in the spirit of "worrying about the high prices, but being happy about the low prices", including:

(1) Focus on calling on and guiding ships still operating at sea, especially in sea areas at risk of being directly affected by storms, to urgently move out or take shelter to ensure safety.

(2) Proactively review and complete local response plans and scenarios, based on specific storm developments and local situations to decide on implementing necessary measures to ensure the safety of people's lives, especially on islands and coastal areas.

(3) Implement safety measures for dams, dykes, headquarters, schools, infrastructure works and production and business activities, especially agricultural production and aquaculture.

(4) Carefully review plans, promptly organize evacuation and emergency relocation of residents from dangerous areas, especially on rafts, aquaculture watchtowers, areas at risk of flash floods, landslides if strong winds and heavy rains are forecasted in the area.

(5) Proactively arrange forces, vehicles, food and provisions in key and vulnerable areas according to the 4-on-the-spot principle to deploy storm, flood, rescue and relief work when bad situations occur...

Proactively review response scenarios, be ready to support evacuation, relocation of residents, and rescue.

3. The Minister of Agriculture and Environment directs forecasting, providing the most complete, timely and accurate information on the developments and impacts of storms, floods and rains, regularly updating and notifying dangerous areas so that competent authorities and people know, proactively prevent, avoid, and respond appropriately and effectively; deploying work to ensure safety of fishing vessels, protecting dykes, irrigation dams and agricultural production. Urge sectors and localities to deploy storm response work in accordance with the actual situation, promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.

4. Ministers of the Ministries of National Defense and Public Security shall proactively direct units located in areas at risk of being affected by storms and floods to review plans, arrange forces and means to be ready to support localities in implementing storm response work, especially supporting evacuation, relocation of residents, and rescue when requested.

5. Ministers of the Ministries of Construction, Industry and Trade, Culture, Sports and Tourism, Science and Technology, Education and Training, and Health shall, according to their functions, tasks, and authority, proactively direct and urge the implementation of measures to respond to storms and floods in their management areas, paying attention to ensuring safety for transportation, tourism, traffic safety, hydroelectric dams, electricity systems, telecommunications, educational and medical facilities, production, business, and service establishments.

6. The Chief of Office of the National Civil Defense Steering Committee coordinates with the competent agencies of the Ministry of Agriculture and Environment to closely monitor the situation, proactively review response scenarios, and be ready to coordinate and mobilize forces and means to support localities in responding to storms and floods according to assigned functions and tasks.

7. Assign Deputy Prime Minister Tran Hong Ha to continue directing ministries, branches and localities to promptly deploy response work to storms and floods.

8. The Government Office monitors and urges ministries and localities to seriously implement this Official Dispatch and report to all levels daily as prescribed; promptly reports to the Prime Minister and Deputy Prime Minister in charge of the field on sudden and arising issues./.
