Accordingly, the amnesty work aims to ensure legality, democracy, publicity, transparency, correct subjects and prescribed conditions, avoiding errors and negativity. The plan focuses on ensuring national security, social order, supporting amnestied people to stabilize their lives, limit recidivism, contributing to the implementation of the National Strategy on Crime Prevention and Control for the period 2016-2025, with a vision to 2030. The provincial police are primarily responsible for coordinating with departments and branches such as Justice, Health,Education and Training, Culture, Sports and Tourism to carry out amnesty review steps, propaganda and support community reintegration. Agencies such as the Court and the Provincial People's Procuracy supervise the implementation process, ensuring compliance with the law; People's Committees of districts, towns and cities coordinate with the Vietnam Fatherland Front Committee to support the management and education of amnestied people in the locality. The amnestied person will receive support for vocational training, loans, and job search according to Decree 49, dated April 17, 2020 of the Government; the media will promote, eliminate stigma, help them integrate into society, etc. Localities are required to provide documents, support personal circumstances, and monitor amnestied people to prevent recidivism.
The Provincial People's Committee assigned the Provincial Police to guide, inspect and summarize the results, and report to the Provincial People's Committee before June 15, 2025.
