Deploying the task of reorganizing the apparatus of departments in the province

This afternoon, December 31st, the Quang Tri Provincial People's Committee held a meeting to implement tasks regarding the reorganization of the organizational structure of the following departments: Labor, War Invalids and Social Affairs; Interior; Health; Education and Training; and the Ethnic Affairs Committee. According to the plan to merge the Department of Labor, War Invalids and Social Affairs and the Department of Internal Affairs, the arrangement and merger plan is implemented in accordance with the direction and orientation of the Politburo and Conclusion No. 08-KL/BCĐ dated December 16, 2024 of the Steering Committee for summarizing Resolution No. 18-NQ/TW and reorganizing the organizational structure of the provincial political system.

Accordingly, the state management functions regarding labor, wages, employment, meritorious individuals, occupational safety and health, social insurance, and gender equality will be transferred to the Department of Internal Affairs; the state management function regarding vocational education will be transferred to the Department of Education and Training; the state management function regarding social protection, children, and prevention and control of social evils will be transferred to the Department of Health ; the poverty reduction task will be transferred to the Ethnic and Religious Affairs Committee; and the Religious Affairs Committee of the Department of Internal Affairs will be transferred to the Provincial Ethnic Affairs Committee. The unified name after the reorganization will be the Department of Internal Affairs and Labor of Quang Tri Province, comprising 9 departments (divisions) and 3 public service units under the department, with a total staff of 61 civil servants, 73 public employees, and 21 contract workers as of November 15, 2024.

The implementation roadmap for the coming period includes developing and finalizing the plan; advising on the plan's implementation; issuing regulations on the functions, tasks, powers, and organizational structure of departments and units under the director's authority; arranging office space and ensuring adequate facilities, equipment, and working tools after the merger; guiding units in the handover and acceptance of finances, assets, public investment capital, works, and projects according to regulations...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized that reorganizing the political system's apparatus at this time is extremely important in order to streamline the system; restructure and improve the quality of cadres, civil servants, and public employees; and reduce recurrent expenditures to allocate resources for development investment.

Vice Chairman of the Provincial People's Committee Hoang Nam also gave specific opinions on the contents related to the merger of the Department of Internal Affairs and the Department of Labor, War Invalids and Social Affairs into the Department of Internal Affairs and Labor; and requested the departments to closely follow Circular No. 7968/BNV-CCVC dated December 8, 2024, of the Ministry of Internal Affairs to implement the arrangement of cadres, civil servants, and public employees in accordance with regulations. Regarding the office building, after the merger, the office of the Department of Internal Affairs will be used uniformly. Regarding the project, the two departments are requested to finalize the contents according to the opinions expressed at the meeting to develop a common provincial project to be submitted to the Party Committee of the Provincial People's Committee before January 12, 2025.

The Department of Health will take over the functions, tasks, and organizational structure for advising on state management of social welfare, children, and prevention of social evils from the Department of Labor, War Invalids and Social Affairs. The Department of Education and Training will take over the functions, tasks, and organizational structure for advising on state management of vocational education from the Department of Labor, War Invalids and Social Affairs. The Ethnic Affairs Committee will take over the task of poverty reduction and one civil servant in charge of poverty reduction from the Department of Labor, War Invalids and Social Affairs.

Vice Chairman of the Provincial People's Committee Hoang Nam requested that all units do a good job of disseminating information, creating high consensus and unity, and avoiding any disruption to the work. He assigned the Department of Internal Affairs to monitor, urge, and guide the Department of Labor, War Invalids and Social Affairs; the Department of Health; the Department of Education and Training; and the Ethnic Affairs Committee in the process of developing the project, while also ensuring timely and proper implementation of policies and regulations for officials, civil servants, and employees.
