Deploying the Electronic Party Member Handbook at the Hanoi Party Committee

Useful "handbook" for party members

As a locality with a large number of party members, the Hoang Mai District Party Committee was selected by the Hanoi Party Committee along with 8 other party committees to pilot the application of "Electronic Party Member Handbook" from January 1, 2023. Comrade Tran Manh Cuong, a party member of residential group No. 35 and 36 (Dinh Cong ward), excitedly said: "Since installing the application on my phone, I don't have to wait for the party group meeting, I can sit at home or anywhere and quickly look up documents and resolutions, especially new documents and specific instructions from the Central and the city". Up to now, 100% of party members of residential group No. 35 and 36 have installed the application.

Comrade Nguyen Kim Thoa, Secretary of the Party Cell of Residential Group 19, 20 Phap Van-Tu Hiep, Hoang Liet Ward (Hoang Mai District) often guides senior party members in the party cell to use the "Electronic Party Member Handbook". For comrade Thoa, this application is like a revolution that changes passive habits, helps his work as a party cell secretary to reduce paperwork, shortens the preparation time. Previously, each time the party cell met, he often brought a lot of papers and documents, now he only needs a notebook to record the meeting content, all documents have been deployed on the application. "Electronic Party Member Handbook" is like a useful "handbook" for party members. In addition to folders such as party member profiles, party cell meetings, studying resolutions... the virtual assistant folder supports automatic responses, helping each member grasp information quickly, accurately, and be more confident in performing their tasks.

Proactively and urgently, less than two weeks after the Hanoi Party Committee's Organizing Committee launched the trial operation of the "Electronic Party Member Handbook" application, the Long Bien District Party Committee organized online training to guide more than 600 secretaries and deputy secretaries of Party cells under the District Party Committee on how to install and use the software. At the regular Party cell meeting in January 2023, the "Electronic Party Member Handbook" was simultaneously deployed by Party cells in the district to guide the installation. Each Party member is provided with an account to access via the website on the computer or on the application on the smartphone. By the end of January 2023, the Long Bien District Party Committee achieved the result of 100% of Party members with smartphones successfully installing the application.

Deployed from January 2023, after 3 months of piloting at 9 grassroots-level Party Committees, from the beginning of April 2023, the "Electronic Party Member Handbook" was deployed at 48/50 Party Committees under the Hanoi Party Committee. As of April 16, 436,459/472,869 Party members had successfully installed the application, reaching 92.30% of the total number of Party members of the entire Hanoi Party Committee. The initial deployment of the application was positively received by Party members.

According to the assessment of many Party cell secretaries and Party members, thanks to the application, the organization of monthly activities of Party cells is more systematic, scientific and proactive, the steps of the activities follow the correct procedures and regulations. Because of early access to the content and the ability to respond through many different channels, the contributions of Party members not only increase in quantity but also improve in quality. Party members no longer come to the activities in a passive manner but have active interactions, exchanges, lively discussions, higher combativeness, and resolutions issued are closer to reality and more effective.

Thanks to the application, many party members who are exempted from party activities can still grasp the content of monthly activities and participate in contributing ideas to the party cell. Sending feedback directly via the application helps some party members who are reserved and afraid to speak directly at meetings to actively contribute ideas to build party cell resolutions. Party members who are absent for a reason and cannot participate in party cell activities can still access the content of the activities in the fastest way. The process of using the "Electronic Party Member Handbook" also helps to accurately and sufficiently count the number of party members, which is an important tool to grasp the aspirations and manage party members' activities.

Update rich and attractive information sources

In order for the application to be maintained and truly attractive to party members with a rich information system, from documents to current news from the Central to the affiliated party committees, the Standing Committee of the Hanoi Party Committee established an Editorial Board for news and articles of the "Hanoi Party Committee's Electronic Party Member Handbook". Currently, the Standing Committees of the District Party Committee, District Party Committee, City Party Committee and Party Committees directly under the Hanoi Party Committee have established editorial teams for news and articles and clearly assigned people and agencies responsible for approving the posting of news and articles on the "Electronic Party Member Handbook". Typically, the Dong Da District Party Committee established and has regulations for the operation of the Editorial Board for news and articles of the district's "Electronic Party Member Handbook". Since March 2023, the Editorial Board of news and articles of the district, chaired by the Propaganda Department of the District Party Committee, has actively posted news and articles on the application. As of April 17, 2023, the Editorial Board of news and articles of the district has posted 157 articles on the application. Many other district and county party committees also directed party committees, the Fatherland Front, socio-political organizations, and grassroots party organizations to periodically post news and articles on the application every week. Up to now, posting news and articles on the application at many party committees has been done regularly, in a systematic manner, attracting regular monitoring and updates from party members.

Emphasizing the role and necessity of providing accurate and timely information sources, representatives of many local Party committees said that the application is truly "alive" and attractive to Party members when it regularly updates content and current issues in the field of Party building, activities of Party leaders, political events of the Central and City as well as economic, cultural, social, defense, security issues... Regarding this content, recently, at the conference to evaluate the initial results of implementing the software application "Electronic Party Member Handbook", organized by the Hanoi Party Committee, delegates frankly stated that the posting of news and articles has not been done regularly; documents, texts, materials of the nature of reference, reference and widespread dissemination of the City Party Committee, Party committees, City Party Committee Office... have not been posted on the application for Party committees at all levels and Party members to look up.

Sharing the difficulties and problems that units encountered in the process of implementing the application, comrade Nguyen Van Phong, Deputy Secretary of the Hanoi Party Committee, suggested that localities be more proactive in updating local information on the application; overcome difficulties in technology, human resources... to fundamentally and systematically deploy the application's content to party members. In particular, it is necessary to immediately integrate the Hanoi Party Committee's information page and internal newsletter into the software this May to provide diverse, rich and timely information.

According to the Deputy Secretary of the City Party Committee, deploying the application of "Electronic Party Member Handbook" is a new and difficult task when the City Party Committee has a large number of party members and operates in many different units and enterprises. However, with the drastic participation of agencies and units in the area, the deployment and operation of the application has achieved many positive results in recent times, with creative, scientific and practical approaches. In particular, the city established an editorial board and a daily secretariat to promptly update information on the application to meet the needs of party members.

To maintain the quality and effectiveness of the application, the leaders of the Hanoi Party Committee requested the Organizing Committee and the Propaganda Department of the Party Committee to preside over reviewing the recommendations of the units, including specific instructions on the manner, content, and method of posting news and articles on the application in a timely and correct manner. For the units, promptly review the equipment that needs to be purchased to serve the activities so that the application is truly "correct, sufficient, clean, and alive", becoming a useful and close information channel for all party members.
