Implementing the Law on Organization of Local Government No. 72/2025/QH15

The plan was issued to specify the direction of the Government and the Provincial People's Committee, ensuring that the implementation of the Law is carried out promptly, synchronously, effectively, and in accordance with the specific organization and operation of the Agriculture and Environment sector. On that basis, the Department of Agriculture and Environment determined that the implementation of the Law is not only a legal requirement, but also an important step in the roadmap to perfect the sector's administrative apparatus in the direction of streamlining, effectiveness, efficiency, and in accordance with the 2-level local government organization model. This is also the basis for enhancing the initiative, responsibility and effectiveness of inter-sectoral coordination, contributing to the successful implementation of the policy of innovating the administrative apparatus in the spirit of the Law.

According to the Plan, the Department of Agriculture and Environment focuses on implementing key groups of tasks and solutions to ensure the implementation of the Law is carried out substantially and effectively. In particular, it focuses on promoting propaganda and dissemination of laws, helping cadres, civil servants, public employees and people grasp new regulations, raise awareness and unify implementation. At the same time, the Department strengthens the application of digital technology in communication work, diversifies forms and contents of propaganda, develops documents suitable for each target group, ensuring visuality and easy accessibility. At the same time, establish a standing unit to support the implementation of the Law to guide and promptly resolve difficulties and problems in the implementation process; review and complete the system of legal documents to be consistent with the 2-level local government model and summarize and comprehensively evaluate decentralization and delegation of powers in the sector, as a basis for proposing more effective management mechanisms and policies in the coming time.

With a proactive, serious and highly responsible spirit, the Department of Agriculture and Environment is determined to effectively implement the Law on Organization of Local Government, contributing to building a streamlined administrative apparatus that operates effectively and efficiently, meeting the requirements of public administration innovation and sustainable development in the new period./.
