Accordingly, the 3 projects include: Law amending and supplementing a number of articles of the Law on Education ; Law on Higher Education (amended); Law on Vocational Education (amended). Afterwards, the Chairman of the National Assembly's Committee on Culture and Society presented the Examination Report on these 3 law projects.
On the same afternoon, the National Assembly discussed in groups: Draft Law on amending and supplementing a number of articles of the Law on Education; Draft Law on Higher Education (amended); Draft Law on Vocational Education (amended).
The draft Law amending and supplementing a number of articles of the Law on Education was developed to fully and promptly institutionalize the Party's policies and guidelines; concretize resolutions, conclusions and directives related to education development in the new context; overcome shortcomings and bottlenecks of the current Law on Education; continue to perfect the legal corridor for building an open Vietnamese education system, practical learning, practical work, good teaching, good learning, good management.
The revised and supplemented contents focus on decentralization of authority; adding vocational secondary schools to the national education system; clarifying the concept of diplomas and certificates in the national education system; removing the regulation on granting junior high school graduation certificates, replacing it with the principal confirming the completion of the study program.
In addition, the Draft also clarifies regulations on certificates in the national education system. For some specialized and specific training sectors, the draft Law allows regulations on equivalent qualifications, ensuring compliance with practical requirements and specific management characteristics of the sector; amend Article 32 in the direction of stipulating that the State provides a set of textbooks for unified use nationwide.
At the same time, the Government stipulates free textbooks for students; implements appropriate socialized solutions for textbooks, ensuring sustainability and meeting the requirements of improving the quality of education, ensuring compliance with the policies of the Party and State.

The draft Law on Higher Education (amended) removes bottlenecks that have existed for many years. The amendment of the Law on Higher Education is necessary to promptly institutionalize the Party and State's policies and guidelines on breakthroughs, development of education and training, and improvement of the quality of training of high-level human resources to meet the requirements of socio-economic development of the country in the period of innovation, expansion and international integration.
The Draft Law has demonstrated the Government’s determination to innovate and improve the quality of higher education with many breakthrough policies, removing bottlenecks that have existed for many years. The main revised contents include:
Firstly, expanding the scope and subjects of application to fully cover and uniformly regulate subjects participating in higher education activities, contributing to increasing the effectiveness and efficiency of state management in the field.
Second, innovate university governance in the direction of streamlining the apparatus, reducing formalities and administrative procedures; change the mindset from input control to standard management and process monitoring, increase autonomy and flexibility for higher education institutions in performing training and scientific research tasks to meet the needs of the labor market.
Third, promptly institutionalize the spirit of the Party's resolution on science and technology development and innovation by enhancing the role of higher education institutions in providing and developing human resources for science and technology, creating a legal basis for promoting the commercialization of research results and innovation.
Fourth, innovate the financial mechanism for higher education; determine the leading role of the state budget and the role and responsibility of the State in investing in higher education.

The Draft Law on Vocational Education (amended) consists of 9 chapters and 42 articles (1 chapter more and 37 articles less than the current Law) with many new points:
Firstly, expanding the scope, objects and system structure: supplementing more clearly the state management activities, rights, obligations and responsibilities of organizations and individuals participating in vocational education, adding many new concepts such as "vocational education database", "vocational high school" to specify the content and applicable objects.
Regarding the system structure, an important new point is that the Draft supplements vocational secondary education to integrate general knowledge with vocational training. Higher education institutions are also allowed to participate in training in some specific professions.
Second, change the state management agency: adjust the responsibility for unified management of vocational education from the former Ministry of Labor, War Invalids and Social Affairs to the Ministry of Education and Training.
Third, improve standardization and quality assurance.
Fourth, clearly define the roles, rights and responsibilities of businesses, teachers and learners.
Fifth, supplement financial, cooperation and investment policies.
Sixth, specify a specific transition roadmap: Clearly stipulate transitional provisions, including a roadmap until July 1, 2030, when vocational training institutions will be allowed to enroll secondary school graduates (except for health majors).
Also in the working session on October 22 of the 10th Session of the 15th National Assembly, the Minister of Construction, authorized by the Prime Minister, presented the Proposal on the Law on Civil Aviation of Vietnam (amended). Next, the Minister of Home Affairs, authorized by the Prime Minister, presented the Proposal on the Law on Public Employees (amended). After that, the Chairman of the Law and Justice Committee of the National Assembly presented the Examination Report on 2 projects: Law on Civil Aviation of Vietnam (amended); Law on Public Employees (amended). After the working session at the parliament, the National Assembly discussed in groups on the 2 above-mentioned Law projects.
