According to Minister of Home Affairs Pham Thi Thanh Tra, the construction and development of Thua Thien Hue province into a centrally-run city is carried out according to the following viewpoints and principles: Preserving and effectively promoting the heritage values ​​of the Ancient Capital and Hue's cultural identity to establish a centrally-run Hue city with the following characteristics: culture, heritage, ecology, environmentally friendly and smart landscape. Exploiting and promoting comprehensively and effectively the potential and advantages of the heritage city, bringing Hue to develop rapidly and sustainably and creating a driving force to spread to the North Central and Central coastal regions. Well resolving the relationships between inheritance and development; between economic -cultural and environmental development; between preserving traditions and promoting heritage values, in which preservation is the core; between heritage urban development and centrally-run city development and placing it in the overall Hue urban area. According to the project, Hue City under the central government will be established on the basis of the entire natural area and population of Thua Thien Hue province. Hue City under the central government has an area of ​​4,947.11 ^km2 and 1,236,393 people; has 9 district-level administrative units (2 districts, 3 towns, 4 districts); has 133 commune-level administrative units (78 communes, 48 ​​wards, 7 towns); urbanization rate of 63.02% (779,207 people/1,236,393 people). The project has carefully assessed the impact; developed plans and roadmaps for arranging and perfecting the organizational structure of agencies and units in the political system of Hue City under the central government; plans for using headquarters, public assets and implementing specific policies in the area in accordance with regulations.

Examining this content, Chairman of the National Assembly's Law Committee Hoang Thanh Tung requested the Government, ministries and central branches to pay attention and create favorable conditions for the centrally-run city of Hue after its establishment. In particular, continue to perfect the institutions and law enforcement organization for socio-economic development, create new breakthroughs based on the foundation, strengths and characteristics of the locality, narrow the gap between regions within the locality, between the central region and the peripheral regions. Promote support and cooperation between provinces and cities to create momentum for the centrally-run city of Hue to develop more strongly, worthy of being a large and unique cultural, educational , tourism and specialized medical center of the country and the Southeast Asian region. Request the Government, ministries, branches and localities to urgently issue a Plan to implement the Resolution of the National Assembly in conjunction with implementing the Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels in the area. Ensure political stability, security, national defense, and soon stabilize the operations of agencies and organizations in the local political system, limiting major disruptions to people's lives. Create the most favorable conditions for individuals and organizations when changing relevant documents and other necessary conditions for the operations of newly established administrative units. Timely grasp the thoughts and aspirations to resolve difficulties of cadres and people in the area; focus on propaganda work in society so that all agencies, organizations, people and businesses are clearly aware of their responsibilities, spread pride and join efforts to strive for the central city of Hue to continue to develop rapidly and sustainably.
