The Deputy Prime Minister authorizes the Minister of Culture, Sports and Tourism to sign the dossier on behalf of the Government according to regulations.
The Vietnam National Commission for UNESCO shall preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to carry out necessary procedures to submit the "Binh Dinh Traditional Martial Arts" heritage dossier to UNESCO, ensuring the time limit prescribed by the 2003 Convention on the Safeguarding of Intangible Cultural Heritage and the law on cultural heritage.

If we take the Tay Son period as a benchmark, that is, when Binh Dinh martial arts were raised to their peak, forming a special style for this school, Binh Dinh martial arts has had more than 200 years of formation and development. During the Tay Son period, Binh Dinh martial arts were thoroughly applied in training soldiers. And its effectiveness was the glorious feats recorded in national history. In addition, Binh Dinh martial arts also had a wide spread among all classes of people. Through many generations of preservation, enrichment, and elevation, Binh Dinh traditional martial arts developed and spread widely, crystallizing the quintessence of national values and being a unique cultural feature of Binh Dinh land.
Currently, the province has 02 international grand masters, 26 national grand masters, 12 senior grand masters, 73 masters, 57 martial arts master standards, 415 coaches, this is an important force to preserve and promote Binh Dinh traditional martial arts. Besides, there are 177 martial arts schools and clubs of Binh Dinh traditional martial arts, with more than 12,000 martial arts students participating in regular training; in the province, there are dozens of famous martial arts villages associated with historical places that have existed for many centuries such as: An Vinh, Thuan Truyen, Phu Thien martial arts villages (Tay Son district); An Thai, Phuong Danh martial arts villages (An Nhon town); An Hoa, Ky Son, Dai Le martial arts villages (Tuy Phuoc district)... In addition, there are tens of thousands of people who are proficient in Binh Dinh martial arts techniques.
The promotion of Binh Dinh Traditional Martial Arts has been promoted by the province through domestic and international programs and tournaments. From 2016 to present, the program "Binh Dinh Martial Arts Night" held on holidays and tourist seasons in Quy Nhon city has become a prestigious tournament, a place for exchange and competition between martial arts schools inside and outside the province. The Traditional Martial Arts Tournament of Binh Dinh Martial Arts Schools competing for the Emperor Quang Trung Cup is held annually, attracting many clubs and martial arts schools to participate in the competition, introducing the unique features of the school to the public.
In 2012, the Ministry of Culture, Sports and Tourism listed Binh Dinh Traditional Martial Arts as a national intangible cultural heritage.
