Emphasizing the use of science and technology human resources in development policy

In recent years, Vietnam has achieved many positive results in developing human resources for science and technology. According to draft documents submitted to the 14th National Party Congress, the quality of training has been improved, and the number of international scientific publications has increased sharply.

The document of the 13th National Party Congress has set out the requirement: Developing human resources, especially high-quality human resources, to meet the requirements of the Fourth Industrial Revolution and deep international integration. This is one of the major, consistent orientations of the Party on human resource development in the new period, associated with fundamental and comprehensive innovation in education and training; developing a team of intellectuals, scientific and technological human resources, and management human resources; improving the quality of human resources in key industries and key areas.

In recent years, Vietnam has achieved many positive results in developing human resources for science and technology. According to the draft documents submitted to the 14th National Party Congress, the quality of training has been improved, the number of international scientific publications has increased sharply. In 2024, Vietnam will have six higher education institutions listed in the World University Rankings 2025 (QS WUR 2025); six schools listed in the best Asian universities in 2024. Vietnam's global innovation index has continuously improved. According to the World Intellectual Property Organization (WIPO), in 2024, Vietnam's Global Innovation Index (GII) ranked 44th out of 133 countries, up 4 places compared to 2022.

Inheriting the viewpoints of the 13th Party Congress Documents and the practice of national construction and development, the draft documents submitted to the 14th Party Congress determined: Promoting industrialization and modernization, taking science, technology, innovation and digital transformation as the main driving force... Research, promulgate and effectively implement mechanisms and policies to attract and utilize talents. Strongly develop science and technology to serve the requirements of promoting innovation, so that science and technology truly become the leading driving force, meeting the requirements of rapid and sustainable economic development in the coming period.

Discussing this content, Master Dinh Van Hoang, Party cell secretary, Director of the Institute for Business and Policy Development (IBPD), said that the draft documents submitted to the 14th Party Congress have set out many correct orientations for science and technology development, including the issue of building and promoting scientific and technological staff. The drafting of documents identifying the promotion of scientific and technological staff in development policies affirms the Party's thinking of inheritance, adaptation and innovation in the digital age. The policy of promoting scientific and technological staff needs to be implemented together with transparent institutions, truly fair remuneration mechanisms and a favorable working environment. Therefore, the draft documents should emphasize more solutions on innovation of scientific management mechanisms, creating a favorable environment and transparent mechanisms for staff to research and innovate; closely linking training and use, building long-term human resources; Protecting scientists, providing appropriate treatment and honor... Building and implementing policies to promote scientific and technological staff requires long-term vision, high political determination and social consensus.

In 2024, Vietnam will have six higher education institutions listed in the QS World University Rankings 2025 (QS WUR 2025); six universities will be listed in the best Asian universities in 2024. Vietnam's global innovation index has been continuously improved.

Investing in the development of human resources for science and technology in both quality and quantity is not only a way to help the country escape the risk of falling behind, but also a way to affirm Vietnam's mettle and intelligence in the digital age. According to Master Le Mai Huong Tra, lecturer at Ho Chi Minh City University of Technology (HUTECH), lessons from many developed countries show that when placing trust and creating conditions for the team of human resources for science and technology, it not only brings about technological breakthroughs but also contributes to shaping the country's position on the world map. Draft documents mention solutions such as: Strengthening public-private cooperation in attracting, training, and promoting high-quality human resources for science and technology; building an innovation network, attracting foreign experts, scientists, and overseas Vietnamese. In order for the Party's policies to soon come into life, it is necessary to add more specific solutions to realize these policies.

Many scientists noted that the draft documents clearly demonstrated the need for strong breakthroughs in science, technology and national digital transformation in the context of today's volatile and fiercely competitive world. As General Secretary To Lam has repeatedly emphasized: Rapid and sustainable development must rely mainly on science, technology, innovation and high-quality human resources. When the team of scientists and technologists is properly utilized, a strong momentum will bring the country forward quickly and firmly on the path of industrialization, modernization and international integration.
