Prime Minister chairs Government meeting on law making
Last week, Prime Minister Pham Minh Chinh chaired the August 2023 Government meeting on law-making to discuss the following draft laws: Law on the Capital (amended); Law on Road Traffic Safety and Order; Road Law; Law on National Defense Industry, Security and Industrial Mobilization. Implementing the Resolution of the 13th National Party Congress, the 5-year Socio -Economic Development Plan (2021-2025) and the 10-year Socio-Economic Development Strategy (2021-2030), the Government has focused on 3 strategic breakthroughs, including a breakthrough in building and perfecting institutions. Since the beginning of the term, the Government has held 19 thematic meetings on law-making; submitted 35 laws, ordinances and resolutions to the National Assembly for approval; the Government and the Prime Minister have issued more than 400 legal documents.
The work of building and perfecting laws has contributed to removing difficulties and obstacles, unleashing all resources for rapid and sustainable development; handling issues that have been regulated but have been overcome in practice; supplementing, perfecting, and creating a legal framework for newly arising issues.

System error on the first day of auction of beautiful car license plates
Last week, the auction of beautiful car license plates took place, but on the very first day of the online auction of 11 beautiful license plates from 10 provinces and cities (August 22), the network system continuously reported errors and the website was inaccessible. In the first session, 11 super beautiful license plates were auctioned, corresponding to different time points. This online auction website was approved by the Hanoi Department of Justice as eligible to conduct online auctions according to Decision No. 226/QD-STP dated March 16, 2023.
Vietnam Auction Joint Stock Company is the unit conducting this auction. The starting price of the license plates to be auctioned will be divided into 2 regions across the country: Region 1 is Hanoi and Ho Chi Minh City, the starting price is 2 times the highest registration fee currently applied, which is 40 million VND. Region 2 includes the remaining localities, the starting price is 10 times the highest registration fee currently applied, which is 10 million VND. The auction amount after deducting the prescribed amounts will be divided into 70% paid to the central budget and 30% allocated to the local budget.
State Bank stops implementing some 'tightening' regulations of Circular 06
In order to promptly remove obstacles and difficulties, and facilitate access to credit capital for businesses and people, last week, the State Bank issued Circular No. 10/2023/TT-NHNN suspending the implementation of Clauses 8, 9 and 10, Article 8 of Circular No. 39/2016/TT-NHNN (supplemented by Clause 2, Article 1 of Circular No. 06/2023/TT-NHNN) from September 1 until the effective date of the new legal document regulating these issues.
According to real estate businesses, there are two prominent shortcomings in Circular 06 that are pointed out: increasing the number of cases that are not eligible for loans and unclear loan conditions. This will continue to cause congestion, affecting the supply and the ability of people to buy houses. Meanwhile, in the past, the Government wanted to develop a stable market, and applying this regulation is "tightening" businesses. Currently, the legal aspects of projects are blocked, when it comes to lending, banks use the law to squeeze again, causing businesses to be "tightened" twice.

With this adjustment by the State Bank, banks are still allowed to lend for the need to pay for capital contributions, purchase, and transfer of capital contributions of limited liability companies and partnerships; contribute capital, purchase, and transfer shares of joint stock companies that are not listed or not traded on UPCoM. In addition, people and businesses can borrow capital from banks to pay for capital contributions under capital contribution contracts, investment contracts, or business cooperation contracts to implement investment projects that are not eligible for business. The regulation "no loans are allowed to compensate for finances unless certain conditions are met" is also removed. Along with the decision to suspend the validity of some contents of Circular 06 from the State Bank, the real estate market is receiving a lot of support to recover.
Gasoline increased by more than 600 VND/liter, exceeding 24,000 VND/liter
Also last week, after the adjustment by the Ministry of Finance - Ministry of Industry and Trade, E5RON92 gasoline increased by 517 VND/liter to 23,339 VND/liter, RON95-III gasoline increased by 608 VND/liter, to 24,601 VND/liter. Oil prices were also adjusted up and down, diesel 0.05S decreased by 71 VND/liter, priced at 22,354 VND/liter. Kerosene increased by 420 VND/liter, not higher than 22,309 VND/liter; fuel oil 180CST 3.5S increased by 313 VND/kg, not higher than 17,981 VND/kg.
Thus, this is the fifth consecutive increase in gasoline prices in recent times. At the previous management session on the afternoon of August 11 of the Ministry of Finance - Industry and Trade, the price of RON95 gasoline was VND23,990/liter, E5 RON92 gasoline was VND22,820/liter; the price of diesel was VND22,420/liter; the price of kerosene was VND21,880/liter.
Former Hanoi Chairman Nguyen Duc Chung on trial in tree price inflation case
Notably, last week, the Hanoi People's Court opened the first-instance trial of former Chairman of the Hanoi People's Committee Nguyen Duc Chung and 14 other defendants in the case of Inflating the price of trees in Hanoi. This is the fourth case in which former Chairman of the Hanoi People's Committee Nguyen Duc Chung has to appear in court. In this case, defendant Nguyen Duc Chung was prosecuted by the Supreme People's Procuracy for the crime of "Abusing position and power while performing official duties" under the provisions of Article 356, Clause 1 - Penal Code.
In this trial, the Trial Panel summoned representatives of the Hanoi People's Committee, representatives of the Urban Infrastructure Maintenance Board under the Hanoi Department of Construction, the Hanoi Green Parks and Trees One Member Co., Ltd. and many individuals and organizations who have rights and obligations related to the case. The Procuracy determined that Nguyen Duc Chung's actions violated the proper operation of state agencies, negatively affecting public opinion in Hanoi's agencies and departments, and the people. Nguyen Duc Chung took advantage of his position and authority as the head of the city to direct his subordinates to place orders against regulations. Nguyen Duc Chung violated the law on bidding for personal motives, allowing individuals with close relationships to illegally benefit from an exceptionally large amount of money. The representative of the Procuracy proposed a sentence of 2-3 years in prison for former Chairman of the Hanoi People's Committee Nguyen Duc Chung for the crime of "Abusing position and authority while performing official duties".
Many schools announced university admission scores for 2023

The University of Transport has just announced the admission scores for its majors. Accordingly, Logistics and Supply Chain Management is the major with the highest admission score based on high school graduation exam results. However, this score only decreased by 0.1 points compared to last year. For majors in Hanoi, the admission scores are mainly in the range of 21 - 25 points.
In 2023, the total enrollment target for full-time university students in People's Public Security academies and schools is 2,000; the enrollment target for intermediate-level People's Public Security is nearly 1,200. The admission score for public security schools ranges from 14.01 to 24.94. The Party building and state administration major of the People's Public Security Political Academy has the highest admission score of 24.94 points for women and 23.41 points for men.
Many schools training in the medical and pharmaceutical sector have had their admission scores reduced compared to 2022. The Faculty of Dentistry, Hai Phong University of Medicine and Pharmacy has the highest admission score of 25.4 points, down 0.6 points compared to 2022. The Faculty of Medicine has 25.35 points, down 0.85 points compared to last year. The Faculty of Pharmacy has a benchmark score of 23.43 points, down 1.67 points compared to 2022. The Faculty of Preventive Medicine has the lowest benchmark score of the school at 19 points. This is also the lowest benchmark score in the past 2 years...
Preventing abuse of price increases for medical examination and treatment on demand
According to Circular 13 of the Ministry of Health on the price framework and pricing method for medical examination and treatment services on demand, which has come into effect, a number of hospitals have adjusted the price of medical examination and treatment on demand appropriately, ensuring the rights of patients. Last week, it was noted that at hospitals, especially central hospitals, the price of medical examination and treatment on demand is high, but many people still choose it. Currently, hospitals have adjusted the price of medical examination and treatment on demand according to Circular 13/2023/TT-BYT of the Ministry of Health to have a unified price level. The majority of people still accept the current price and hope that the service will be further improved, overload will be further reduced to enjoy better services.
Currently, the price list for medical examination and treatment services newly applied from August 15 has been made public by hospitals for patients to know and choose. Many services have been reduced in price after adjustment such as: Esophageal, gastric, duodenal endoscopy combined with biopsy is more than 1 million VND/time, a decrease of nearly 400,000 VND compared to before; amputation surgery from 13 million VND to 6 million VND; open brain wound replacement surgery from 14 million VND to nearly 8.5 million VND... With Circular 13, the Ministry of Health allows a wide range of medical examination and bed prices for hospitals to apply according to their conditions. This Circular also allows hospitals and public health facilities to carry out public-private partnerships and joint ventures. In particular, they can cooperate with foreign medical facilities, hospitals, and foreign medical experts to examine and treat people.
