The Ho Chi Minh Road construction investment project, the eastern bypass of Buon Ma Thuot city , Dak Lak province, was approved by the Ministry of Transport in April 2020, and the feasibility study report was approved in September 2020, with the Dak Lak Provincial Management Board of Investment Projects for Construction of Transport Works and Rural Development as the investor.

The project has a total route length of more than 39.6km, after adjusting the capital source increased to more than 1,841 billion VND, implementation time from 2020, basically completed in 2024, completing procedures to put into operation in 2025.

The Ho Chi Minh road construction investment project, the eastern bypass of Buon Ma Thuot city, Dak Lak province, has a total route length of more than 39.6km, after adjusting the capital source increased to more than 1,841 billion VND.

The project is part of the Ho Chi Minh Road planning approved by the Prime Minister in 2012. This project plays a very important role in completing the planning for the development of the transportation network and the overall planning for socio-economic development, people's livelihood as well as consolidating the national defense and security posture of the Central Highlands region.

For the 220kV Krong Ana Transformer Station Project, including the T20 tower and connection, it is a group I energy project, built in Cu Kuin district, Dak Lak province.

The project is invested by the National Power Transmission Corporation and managed by the Central Power Project Management Board. Construction started in 2020 and is expected to be completed by the end of 2021.

The 220kV Krong Ana Transformer Station and Connection Project is a Group I energy project, built in Cu Kuin district, Dak Lak province, started in 2020 and completed at the end of 2021.

However, during the implementation process, the Management Board of the Project for Investment in Construction of Transport Works and Rural Development of Dak Lak Province discovered an overlap in the location of the T20 power pole of the 220kV Krong Ana Transformer Station Project intersecting with the eastern bypass of Buon Ma Thuot City at Km32+629. This location is within the planning scope of the Ho Chi Minh Road section through Dak Lak Province, which was approved in detail by the Prime Minister in 2012.

However, there is an overlap at the location of the T20 power pole of the 220kV Krong Ana Transformer Station Project intersecting with the eastern bypass of Buon Ma Thuot city at Km32+629.

According to the reports of the units, during the implementation process, the Central Power Project Management Board and Power Construction Consulting Joint Stock Company 2 (power design consulting unit) sent documents and agreement documents to the Ministry of Transport. However, the agreement documents have large deviations from reality.

After discovering the overlapping scope between the two projects, the Dak Lak Provincial People's Committee directed departments and branches to urgently clarify the incident to find a solution. On that basis, the Dak Lak Provincial Department of Transport coordinated with relevant units to organize an on-site inspection.

Power pole T20 of the 220kV Krong Ana Transformer Station Project is built right on Ho Chi Minh road, avoiding the East of Buon Ma Thuot city.

On April 26, 2024, the Department of Transport of Dak Lak province sent report No. 142/BC-SGTVT to the People's Committee of Dak Lak province on the results of the field inspection of the overlapping position between the T20 pier foundation and the Ho Chi Minh Road Construction Investment Project, the eastern bypass section of Buon Ma Thuot city.

Accordingly, through on-site inspection, measurement, comparison of related records and documents, it was determined that the location of the T20 pier center of the 220kV Krong Ana Transformer Station Project; the location of the center piles of lines 38 and 39 of the Ho Chi Minh Road Construction Investment Project, the Eastern bypass of Buon Ma Thuot City; the location of the CT279 and CT280 center piles of the Center Pile Installation Project and the planned cross-section sign (Center Pile Installation Project according to the Ho Chi Minh Road Detailed Planning) were constructed in the correct location according to the documents provided by the investors.

Also according to the report of the Department of Transport of Dak Lak province, the distance from the center of the planned Ho Chi Minh highway to the center of the T20 pillar is 46.1m. Meanwhile, according to the project file for placing centerline stakes according to the detailed planning of Ho Chi Minh road approved in Decision No. 4260/QD-DHCM dated December 10, 2015 of the Ho Chi Minh road management board, the limit of the road safety corridor of Ho Chi Minh road through Dak Lak province is 100m wide (the planned road centerline extends 50m to each side). Thus, the T20 pillar is within the limit of the road safety corridor of Ho Chi Minh road.

Although the authorities have discovered that this T20 electric pole "grew" right on the Ho Chi Minh road, the eastern bypass of Buon Ma Thuot city, for many months, the relocation is still facing many difficulties.

Specifically, according to the agreement with the Ministry of Transport, the location of the T20 pillar of the 220kV line, the Central Power Project Management Board affirmed: "The location of the T20 pillar foundation is outside and about 20m from the planning boundary on the left side of Ho Chi Minh road".

In addition, according to the design consultant's drawing (attached with the agreement application), the location of the T20 pillar foundation is also located outside and about 20m from the planning boundary on the left side of Ho Chi Minh road along the power line.

But according to the actual determination of the authorities, the location of the T20 pillar corresponding to the coordinates according to the agreement documents is on the right, within the safety corridor of Ho Chi Minh road and 46.1m from the center of the road, about 116.1m different from the location of the original agreement drawing, leading to the overlap of the two projects as present.

Meanwhile, Clause 2, Article 2 of Decision No. 194/QD-TTg dated February 15, 2012 of the Prime Minister on approving the detailed planning of Ho Chi Minh Road clearly stated: "Relevant ministries and branches when establishing, approving and implementing general planning on construction, socio-economic development planning of localities, regions, sectors and other planning related to Ho Chi Minh Road must be consistent with the Detailed Planning of Ho Chi Minh Road...".

The delay in moving the T20 pillar affects the construction progress of the Ho Chi Minh Road project, the eastern bypass of Buon Ma Thuot city.

To resolve the overlapping content between the two above-mentioned projects, on May 24, 2024, the Ministry of Transport directed the Department of Construction Investment Management to chair a meeting between the Central Power Project Management Board, Dak Lak Power Transmission, Dak Lak Provincial Transport and Rural Development Project Management Board, Ho Chi Minh Road Management Board, Power Construction Consulting Joint Stock Company 2 and the parties attending the meeting agreed on a solution.

At the meeting minutes on May 24, 2024, the parties agreed: The Dak Lak Provincial Project Management Board for Investment in Construction of Transport Works and Rural Development, and the Central Power Project Management Board will send representatives to coordinate in determining a suitable location to relocate the T20 pole immediately after receiving a document from the Ministry of Transport. The Central Power Project Management Board, immediately after receiving the new site, is responsible for immediately implementing the construction of the T20 power pole foundation system at the new location and completing it within 45 days from the date of receiving the site.

Regarding the request for a power outage schedule to relocate the poles, the Central Power Project Management Board is responsible for carrying out related procedures and reporting in writing to the Ministry of Transport to consult with the National Power System Control Center, and coordinate to support the acceleration of the relocation progress to serve the construction of the two projects.

The project is part of the Ho Chi Minh Road planning, playing a very important role in completing the planning for the development of the transportation network and the overall planning for socio-economic development, people's livelihood as well as consolidating the national defense and security posture of the Central Highlands region.

Regarding the cost of relocating the T20 pole, the Dak Lak Provincial Management Board of Traffic Construction Investment and Rural Development Projects will support the cost of site clearance at the new pole location; the consulting unit, Truong Son Consulting Company, will support 200 million VND; the remaining costs will be handled by the Central Power Project Management Board and Power Construction Consulting Joint Stock Company 2.

At many meetings to resolve difficulties of key projects in the province, the Dak Lak Provincial People's Committee directed the Dak Lak Provincial Management Board of Traffic Construction Investment Projects and Rural Development to coordinate with relevant units to urgently relocate the T20 power pole from the Ho Chi Minh Road Construction Investment Project, the eastern bypass of Buon Ma Thuot City to speed up construction progress, ensuring project completion in 2024. Because in addition to the above significance, the project is also a practical project to celebrate the 120th anniversary of the founding of Dak Lak province (November 22, 1904 - November 22, 2024).

However, due to many problems, up to now, this T20 power pole has not been relocated, affecting the construction of the Ho Chi Minh road investment project, the eastern bypass section of Buon Ma Thuot city, Dak Lak province.

In addition, this is also a practical key project to celebrate the 120th anniversary of the founding of Dak Lak province (November 22, 1904 - November 22, 2024).
