China arrests man for using ChatGPT to produce fake news

Báo Kiên GiangBáo Kiên Giang12/05/2023

This is the first time law enforcement in mainland China has applied an unprecedented law on artificial intelligence (AI), showing that Chinese authorities are trying to regulate and control the use of this increasingly advanced technology.

Accordingly, police in Gansu province, Northwest China, arrested a man surnamed Hong on charges of fabricating news about a train accident that killed 9 people.

Authorities said there were more than 20 accounts spreading this fake news on the blog platform of Baidu - China's search giant, attracting more than 15,000 views.

Hong is believed to have used ChatGPT to create different versions of fake articles to pass duplication tests on the Baidu-owned platform.

Although ChatGPT is blocked in China, users can still access and use this tool through a VPN.

Authorities arrested Hong under the government’s first law related to “deep synthesis technologies” passed this year, which refers to AI tools used to generate text, images, videos or other media.

Beijing drafted a regulatory law as ChatGPT grew and spread rapidly, in anticipation of the rise of AI technology. The law explicitly prohibits the use of “intensive aggregation” services to produce and disseminate fake news.

Many mainland tech giants are also testing rival versions of ChatGPT, but they have yet to reach the level of popularity of OpenAI’s product. Chinese companies are forced to tread carefully to avoid worrying regulators and governments .
