The Central Government partially supports the construction cost of Phu Cat Airport.

(CPV) - Regarding the investment implementation plan for Phu Cat Airport development, based on the proposal of the People's Committee of Binh Dinh province, the Ministry of Transport has reported to the Prime Minister. Accordingly, the investment implementation plan proposed by Binh Dinh province is consistent with the planning of Phu Cat Airport for the period 2021 - 2030, with a vision to 2050, approved by the Ministry.

On October 23, the Ministry of Transport (MOT) sent a document responding to voters of Binh Dinh province regarding the investment and construction plan for aviation projects at Phu Cat Airport.

Regarding the investment implementation plan for Phu Cat Airport development, based on the proposal of the People's Committee of Binh Dinh province, the Ministry of Transport has reported to the Prime Minister. Accordingly, the investment implementation plan proposed by Binh Dinh province is consistent with the planning of Phu Cat Airport for the period 2021 - 2030, with a vision to 2050, approved by the Ministry.

Based on the current infrastructure status of Phu Cat Airport, in order to improve the capacity of civil aviation exploitation, while ensuring the maintenance of regular military missions, the Ministry of Transport supports the policy of early research and investment in runway 2, connecting taxiway system and synchronous technical infrastructure works in the airport area (total construction investment of about 3,013 billion VND).

At the same time, the Ministry also sent an official dispatch requesting relevant ministries and branches to coordinate to agree on a plan to assign the People's Committee of Binh Dinh province to be in charge of implementing the investment in the construction of runway No. 2. Based on the opinions of relevant agencies, the Ministry will synthesize, complete and advise the Prime Minister according to regulations.

Regarding the voters' proposal to submit to the National Assembly for consideration and approval of a special mechanism to assign the People's Committee of Binh Dinh province to organize the investment in the construction of runway No. 2, the Ministry of Transport said that the Government is currently studying to amend the regulations on investment expenditure tasks according to Clause 9, Article 9 of the 2015 State Budget Law in the draft Law amending and supplementing a number of articles of the Securities Law, the Accounting Law, the Independent Audit Law, the State Budget Law, the Law on Management and Use of Public Assets, the Tax Administration Law, the National Reserve Law and reporting to the National Assembly for approval in the coming time, as a basis for implementation.

Regarding the proposal to support a part of the budget of about 1,500 billion VND for the construction of runway No. 2, the Ministry of Transport acknowledged that because Binh Dinh province is still facing difficulties in budget revenue, in case the Prime Minister assigns the People's Committee of Binh Dinh province to be the managing agency, to speed up the implementation of the project, the Ministry agrees with the policy of requesting the Central Government to support a part of the budget and suggests that the province work with the Ministry of Planning and Investment and the Ministry of Finance for consideration and reporting to the competent authority for decision.

Regarding the policy of separating the task of compensation and site clearance into a separate project (localities proactively arrange sufficient funding of about 1,008 billion VND), the Ministry of Transport explained that according to the guidance of the Ministry of Natural Resources and Environment, the separation of compensation, support, resettlement, and site clearance items into independent projects will be carried out when the competent authority approves the project investment policy according to the provisions of the law on land and public investment.

Therefore, after being assigned by the Prime Minister to the People's Committee of Binh Dinh province as the governing body, during the process of approving the project investment policy, the Ministry of Transport proposed that the Provincial People's Committee proactively study and separate the site clearance work into an independent project for implementation./.
