The Prime Minister requested not to interrupt the management, monitoring, reception, and settlement of administrative procedures for people and businesses when the operations of district-level local authorities and two-level local government organizations end.

Implementing the direction of the Politburo and the Secretariat on the arrangement of administrative units at all levels and the construction of a two-level local government organization model (Conclusion No. 127-KL/TW dated February 28, 2025, Conclusion No. 130-KL/TW dated March 14, 2025, Conclusion No. 137-KL/TW dated March 28, 2025), the Government has issued an Implementation Plan (Resolution No. 74/NQ-CP dated April 7, 2025); At the same time, Plan No. 40/KH-BCĐ dated April 19, 2025 of the Steering Committee for the implementation of administrative unit arrangement at all levels and the construction of a 2-level local government organization model has assigned ministries and ministerial-level agencies to promulgate according to their authority or propose competent authorities to amend, supplement or promulgate new legal documents related to the termination of operations of district-level local governments and the organization of 2-level local governments.

To ensure effective implementation, without interrupting the management, monitoring, reception and settlement of administrative procedures (AP) for people and businesses when the activities of district-level local authorities and 2-level local government organizations end, the Prime Minister requests ministries and ministerial-level agencies to urgently complete the review of 346 APs under the authority of district-level authorities (Ministry of Home Affairs: 58; Ministry of Agriculture and Environment: 55; Ministry of Education and Training: 48; Ministry of Finance: 37; Ministry of Construction: 36; Ministry of Justice : 33; Ministry of Health: 25; Ministry of Industry and Trade: 21; Ministry of Culture, Sports and Tourism: 11; Ministry of Ethnic Minorities and Religions: 10; Government Inspectorate: 9; Ministry of Public Security: 2; Ministry of National Defense: 1) according to the Prime Minister's conclusion; Proactively issue legal documents within authority to implement the reduction and division of authority to resolve administrative procedures of district-level authorities, to be completed before June 10, 2025; in case a Government decree must be drafted, promptly send it to the Ministry of Justice for appraisal before May 10, 2025, Submit to the Government before May 30, 2025; report the results to the Prime Minister before May 10, 2025.

Ministries and ministerial-level agencies promptly announce and publicize administrative procedures immediately after amending regulations to serve as a basis for localities to announce the list of administrative procedures applicable in their provinces and cities.

The Prime Minister requests the People's Committees of provinces and centrally run cities to announce, publicize, and organize the implementation of administrative procedures in their provinces and cities in accordance with the provisions of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus, the direction of the Prime Minister in Official Dispatch No. 219/TTg-KSTT dated February 27, 2025 on the implementation of administrative procedures to serve people and businesses when reorganizing and streamlining the apparatus, and the provisions of law on the control of administrative procedures.

The Government Office monitors and urges the implementation of reduction and division of authority to resolve administrative procedures related to the termination of operations of district-level local governments and the organization of two-level local governments; promptly synthesizes and reports to the Prime Minister on issues beyond its authority./.
