Hanoi Law University continues to have leadership changes

Recently, the Standing Committee of the Party Committee of the Ministry of Justice has decided to recognize Associate Professor To Van Hoa, Deputy Secretary of the Party Committee, Vice Rector, as Acting Rector of Hanoi Law University.

Associate Professor To Van Hoa's predecessor was Dr. Doan Trung Kien, who was recently appointed Vice Chairman of the Tay Ninh Provincial People's Committee. For many reasons, the position of principal of this university has been frequently changed over the past 10 years.

Hot seat of Hanoi Law University

Hanoi Law University is considered the leading public university in law training, with the largest scale of university training in law in Vietnam. The school belongs to the Ministry of Justice, therefore, the school's leadership personnel are under the management authority of the Ministry of Justice.

The constant change in the school principal position began in 2015, when Mr. Phan Chi Hieu, the school principal, was appointed Deputy Minister of Justice.

To find a replacement for Mr. Phan Chi Hieu, the Ministry of Justice held a competition to select a principal. The successful candidate was Mr. Le Dinh Vinh, Director of Vietthink Law Firm. However, Mr. Le Dinh Vinh was not appointed because his profile did not meet the standards.

Since January 2016, the Ministry of Justice has assigned Dr. Le Tien Chau, Director of the Department of Organization and Personnel (Ministry of Justice), to be the Principal of Hanoi Law University. In June 2016, Mr. Chau was appointed Deputy Minister of Justice, and concurrently held the position of Principal until early 2018, when Mr. Chau was transferred to Hau Giang to be Deputy Secretary of the Provincial Party Committee.

Since March 2018, Hanoi Law University has been without a principal. In August 2020, the Ministry of Justice transferred Dr. Doan Trung Kien from the Judicial Academy to become principal for the 2020-2025 term.

Before working at the Judicial Academy, Mr. Kien worked at the Government Office. Now, with a few months left until the end of his term, Mr. Kien has been transferred back to government work, leaving the academic environment.

The principal is an on-site staff.

According to the 2018 revised Law on Higher Education, the university president is decided by the university council, while the current university council of Hanoi Law University is about to expire.

According to the Ministry of Justice, the Standing Committee of the Party Committee of the Ministry of Justice has agreed with the proposal report of Hanoi Law University on the policy of establishing and the number of members of the school council for the 2025-2030 term.

The Ministry of Justice requested the school to urgently issue a project, implement the processes and procedures to establish the school council for the 2025-2030 term and propose to recognize the principal for the 2025-2030 term after the school council is established according to regulations.

Mr. To Van Hoa was born in 1973, recognized as Associate Professor of Law in 2014, having graduated from Hanoi Law University. Before being appointed as Vice Rector (March 2021), Associate Professor To Van Hoa was a lecturer and held many management positions at the school.

At the decision-giving ceremony, Deputy Minister of Justice Dang Hoang Oanh emphasized that this is not only a recognition of the qualities, abilities, and long-term, dedicated work of Associate Professor Hoa at the school, but also demonstrates the trust of the Ministry of Justice's leaders in the staff and on-site leaders of Hanoi Law University.
