According to this document, on April 29, the Rector of Pham Ngoc Thach University of Medicine sent an official dispatch reporting to the State Council of Professors and the Ministry of Education and Training on a number of contents related to the activities of the school's Science and Training Council in advising on the establishment of the basic Council of Professors in 2025.

On May 5, the School's Science and Training Council reported to the Party Committee and the Board of Directors about the extraordinary meeting of the council to implement the process of introducing members to join the Basic Professors' Council in 2025. Also on the morning of May 5, the Principal had a working session with the Chairman of the School's Science and Training Council and a representative of the School's Professors' Council office about checking the votes of confidence of the School's Science and Training Council candidates at the meeting on April 23.

Through studying the report dated May 5, the minutes of the meeting of the Science and Training Council of the school dated April 23 and the results of the examination of the candidate's vote of confidence of the council at the meeting dated April 23, Pham Ngoc Thach University of Medicine found that the council did not publicly discuss and evaluate each candidate's profile for the criteria for nominating professors and associate professors to participate in the 2025 Council of Professors, but proposed a secret ballot, which is not included in the regulations of Decision 37/2018/QD-TTg dated August 31, 2018 of the Prime Minister . The council conducted a secret ballot to select candidates without publicizing the principles and rules of voting.

This document also stated that the council eliminated candidates who fully met the criteria to join the 2025 Faculty Council, especially in majors with candidates for associate professorship. The council did not publicly announce the list of candidates on the school's website as prescribed before submitting it to the principal for decision. In particular, it did not implement the principal's instructions in Official Dispatch No. 1250/TĐHYKPNT-VPT dated April 29. The confidence vote was not stamped as prescribed.

The minutes of the meeting of the School's Science and Training Council on April 23 were not approved at the meeting and contained many contents that were inconsistent with the report on May 5. With the implementation method of the School's Science and Training Council and the above results, Pham Ngoc Thach University of Medicine has directed the Legal Inspection Department to advise on the establishment of an inspection team for the School's Science and Training Council in advising on the establishment of the School's Faculty Council in 2025.

Pham Ngoc Thach University of Medicine sent a report and asked for written instructions and guidance from superior agencies so that the school has a basis to promptly consider the titles of professor and associate professor in 2025.

The Science and Training Council is responsible for advising the list of nominees to the principal for selection. Notably, this report stated that among the 20 candidates nominated by the Council of Science and Training for the nomination list, there was a candidate specializing in otolaryngology. Both were nominated for public voting, but the results of the nomination vote showed that only one candidate received the number of votes of approval (13/13/19), while the other candidate received the number of votes of approval (7/13/19). "There is absolutely no way that the TPCT candidate was excluded against the regulations," this report stated.

In addition, according to this report, the announcement on the school's information portal of the list of 14 candidates nominated by the Science and Training Council to advise the school principal on the selection decision was made on the evening of April 29 in the Faculty Council directory on the school's website.

"Professor Ngo Minh Xuan proactively submitted a request to withdraw his name from the nomination list because he felt he could not meet the conditions and work schedule of the school's 2025 Faculty Council," the report added.

Previously, on April 29, the Principal of Pham Ngoc Thach University of Medicine sent an urgent document to the State Council of Professors and the Ministry of Education and Training regarding the establishment of a basic Council of Professors in 2025. The document detailed that a candidate met the standards of the basic Council of Professors but was eliminated.
