12 martyrs died while performing defensive combat drills in Military Region 7
First Secretary of the Central Executive Committee of the Ho Chi Minh Communist Youth Union Bui Quang Huy signed a decision to posthumously award the Brave Youth Badge to 12 union members who bravely sacrificed their lives while performing defensive combat exercises in Military Region 7.
Division 5, Military Region 7 also posthumously promoted one comrade from sergeant to senior sergeant, and promoted 11 comrades to sergeant.
Previously, on December 5, Permanent Deputy Prime Minister Nguyen Hoa Binh, on behalf of the Government, signed Decision No. 1521/QD-TTg on granting the Certificate of Merit to 12 soldiers who died while performing the defensive combat exercise mission of Military Region 7.
Prime Minister Pham Minh Chinh also sent a telegram regarding the accident during the exercise at Military Region 7 (Xuan Tam Commune, Xuan Loc District, Dong Nai Province). The Prime Minister sent his best regards and deepest condolences to the families and relatives of the victims.
The Prime Minister also directed the Ministry of National Defense to coordinate with relevant ministries, agencies and local authorities to organize thoughtful visits, encourage and share the pain and loss of military families; implement the best policies and regimes for military personnel and their families and relatives; organize thoughtful funerals and quickly overcome and resolve the consequences.
The Ministry of National Defense urgently organized a scene investigation to clarify the cause of the incident; reviewed and inspected all procedures in command and operation of the exercise; organized lessons learned, overcame limitations, and ensured absolute safety in training and exercises.
Focus on stabilizing the ideology of officers and soldiers throughout the army; strictly maintain training and combat readiness according to regulations.
Previously, from December 1 to December 4, Military Region 7 organized defensive combat exercises in late rainy season weather conditions; with unusual thunderstorms, lightning, and complex terrain.
At 8:27 p.m. on December 2, at the National Shooting Range Area 3 (Xuan Tam Commune, Xuan Loc District, Dong Nai Province), while carrying out the task of transporting explosives to the assembly location at the training ground, encountering bad weather, the working group consisting of a number of soldiers from Battalion 17, Division 5 paused and took a break near the location where the explosives were stored when suddenly the explosives exploded, resulting in casualties.
Upon discovering the incident, the unit commander promptly arrived at the scene to handle the situation according to regulations. The initial cause was determined to be a lightning strike that triggered an electric detonator, causing the explosive to explode.
