The Social Insurance Agency will stop issuing paper health insurance cards to health insurance participants from June 1, except in cases where there is no chip-embedded citizen identification card and VNeID or VssID cannot be installed. Instead, people will use electronic health insurance cards when going to see a doctor or get medical treatment.
According to Vietnam Social Security, electronic methods to replace paper health insurance cards include the VssID application - Social Security number, VNeID application, or citizen identification cards (CCCD) with chips. Electronic cards use biometric technology for authentication, increase safety, limit profiteering, and facilitate health insurance medical examination and treatment.
Statistics show that by early 2025, the whole country will have 95.52 million people participating in health insurance, reaching 94.2% of the population participating in health insurance.
Vietnam Social Security has connected and shared data between the national population database and the insurance database, authenticating more than 100.2 million citizen information, of which about 90.9 million people are participating in social insurance, health insurance, and unemployment insurance, accounting for 99.2% of the total (excluding the armed forces).
At the same time, 100% of health insurance facilities have deployed the use of chip-embedded ID cards with more than 214 million looks up of health insurance card information via personal identification number/ID card, helping to shorten the procedure time to only 6-15 seconds.
The leader of Vietnam Social Security said that using the image of the health insurance card on the VssID and VNeID applications helps people look up information easily, without having to carry a paper card, reducing procedures when receiving medical examination and treatment.
Social Insurance is coordinating with the Ministry of Health, the Ministry of Public Security and relevant agencies to pilot the connection of health insurance medical examination and treatment data to serve the implementation of electronic health books, referral papers, and re-examination appointment papers integrated on the VNeID application.
To date, nationwide, there have been more than 314 million submissions of medical examination and treatment data to the Social Insurance system, with over 152 million searches of medical records, referrals, and re-examination appointments. More than 1,300 medical facilities have submitted data on driver's health examination certificates, nearly 2,000 facilities have submitted data on birth certificates, and nearly 800 facilities have submitted data on death certificates.
