According to the instructions, agencies, units, enterprises, organizations that use labor; agencies that manage subjects; social and religious assistance facilities; facilities for nurturing and nursing war invalids; organizations that support the development of subjects participating in social insurance and health insurance... will use a management code consisting of three components: unit identification code (DD) , subject code (ĐT). and Business type code (LH) .

Specifically, the DD is recorded on the administrative transaction form with the Social Insurance agency. Enterprises within the scope of Decree 168/2025/ND-CP will use a 10-character enterprise code, while units with relations with the budget will use a 7-character budget relationship code. LH consists of 3 characters, issued in Decision 27/2018/QD-TTg.

For collection units, the management code set includes: DD (unit identification code), TH (abbreviation of collection organization), HC (code of provincial and commune administrative unit) and DT (collection point code from 001 to 999).

In particular, the military social insurance and the people's police social insurance will develop their own management code and send it to Vietnam Social Insurance for uniform application nationwide.

While waiting for the software to be completed, Vietnam Social Security allows the continued use of the issued social security number (10 digits) and the current code set. The conversion will be carried out according to the roadmap, ensuring that the rights of participants are not affected.

Accordingly, Vietnam Social Security requires Directors of Social Security in provinces and cities to direct grassroots units to coordinate with relevant units to supplement missing information, and at the same time report problems for timely guidance.
