For the first time, there is a law that fully regulates the legal status of teachers with major policies to standardize and improve the quality of the teaching staff; policies to create a favorable environment for teachers to fully develop their creativity, attract talented people to become teachers; and protect teachers in their professional activities.
He said:
- When the Law on Teachers comes into effect, there will be many changes in the policies on teachers' remuneration. The goal that the Ministry of Education and Training has persistently advised for many years to have teachers' salaries ranked highest in the administrative and career salary scale will gradually be realized; approaching the spirit of reforming salary policies according to the Party and State's policies.
Currently, the Ministry of Education and Training is urgently drafting documents guiding the implementation of the law to submit to the Government for promulgation or promulgate under its authority. In the coming time, other relevant documents in the field of education will also be edited and changed to be consistent with the Law on Teachers.
Teachers' salaries are linked to specific coefficients.
* Sir, what many teachers expect is whether their income will be commensurate with their actual work after the law is applied. How do you envision this change?
- The latest point of the law is to implement the policy of "Teachers' salaries being the highest in the administrative and career salary scale system". The Ministry of Education and Training plans to design a regulation that teachers' salaries will be linked to a specific coefficient.
The specific coefficient is calculated based on the actual job position of the teacher according to job, level of education, region, taking into account priority for preschool teachers, teachers working in remote and difficult areas...
However, the calculation of specific coefficients must also take into account other factors such as the state budget's ability to pay to ensure feasibility in implementation.
Another new point is that the preferential allowance according to the profession will be adjusted to be higher than the current level, in which preschool teachers and teachers working in areas with especially difficult economic and social conditions will be given priority at a higher level than teachers working in areas with normal conditions.
In addition to preferential allowances according to the profession, teachers are also entitled to a number of other allowances such as position allowances for teachers appointed to management positions, responsibility allowances for key teachers, heads of professional groups, student advisory groups, teachers teaching ethnic minority languages, attraction allowances, regional allowances for teachers working in particularly difficult areas, mobility allowances for teachers teaching in inter-school groups, teachers seconded to difficult schools, etc.
* Many teachers are concerned about the news that seniority allowances will no longer be available. Some young teachers are also concerned that the new salary regulations will cause young teachers' incomes to decrease. Can you share more about this?
- Currently, the Law on Teachers stipulates that seniority allowance will remain until the new salary policy is implemented. After the new salary regime is applied, there will be no seniority allowance.
However, according to the information we know, the new salary table design for civil servants according to job position also takes into account the working time of civil servants (including teachers) with "salary levels" calculated according to working time.
The nature of seniority allowance is an additional salary allowance paid to employees who have worked continuously and for a long time at an agency, organization or in a certain profession.
This allowance is to recognize their commitment and contributions, and motivate them to continue to contribute, especially in professions that require experience and high professional skills such as education, healthcare, military, police, etc.
Recently, on social networking forums, there have been many opinions about the decline in income of young teachers after implementing new regulations.
The Ministry of Education and Training has seriously listened, reviewed, and calculated on a number of specific cases; thereby affirming that those reflections are not accurate, the reason being that some teachers have accessed the draft version of the proposed regulations on teachers' salaries during the law-making stage.
After the Law on Teachers was passed by the National Assembly, based on the opinions of the National Assembly and competent authorities, the Ministry of Education and Training adjusted the principles, salary calculation methods, specific coefficients, etc. in the new draft.
Currently, the decree regulating teachers' salaries is being finalized to prepare for consultation with ministries, sectors, the public and teachers. In principle, after implementing the new salary regime, teachers' income from salaries and allowances will not be lower than the old level.

Avoid the situation of "living long makes you an old man"
* The issue of teacher promotion has previously caused a lot of pressure and inconvenience for teachers. In the future, this will no longer be applied. - The Law on Teachers does not stipulate ranks according to the professional titles of teachers. This is also close to and ensures conformity with the revised Law on Civil Servants and the revised Law on Public Employees. The Ministry of Education and Training has also considered a direction to recognize and respect the contributions of teachers when developing a decree guiding the Law on Teachers. Accordingly, good teachers and excellent teachers will still have the opportunity to advance in their careers, based on the review of their work process and actual contributions.
The Ministry of Education and Training will issue a set of accompanying criteria, focusing on substantive, quantifiable criteria to evaluate teachers such as: achievements in training excellent international and regional students; implementing new educational models and methods; supporting, training, and building a team of successor teachers...

* In addition to salary and allowances, what other benefits will teachers enjoy to stay with the profession?
- In addition to salary and preferential allowance policies, the Law on Teachers also stipulates other policies that teachers are entitled to, such as: policies to support training activities, professional development; policies to support and arrange public housing for teachers working in remote areas...
In addition, the guiding decree also has policies to attract talented and gifted people in specific fields (culture, arts, sports, etc.) to work as teachers in educational institutions, and to attract volunteers to work at educational institutions in areas with particularly difficult socio-economic conditions.
Besides the responsibilities of teachers, there are also regulations to protect the honor and reputation of teachers to reduce unnecessary pressure so that teachers can confidently stick with their profession.
In the near future, there will be a central resolution on education and a number of other policies such as the construction of inter-level boarding schools in 248 border communes. We will continue to review and adjust and supplement teacher policies to be consistent with the policies that have been set out, as well as to more closely meet current new educational requirements.
Dak Lak: ensure conditions for teaching 2 sessions/day
On August 21, the People's Committee of Dak Lak province issued a framework for the 2025-2026 school year schedule for preschool, general education and continuing education in the area.
Accordingly, first, ninth and twelfth graders will return to school on August 22 at the earliest, while the remaining grades will return to school on August 29. The opening ceremony will be held across the province on September 5.

On August 21, Mr. Tran Sy Ha - principal of My Ly 2 Primary Boarding School, My Ly Commune, Nghe An Province - said that the flood at the end of July submerged the entire school campus.
The school's ground-floor buildings were all flooded up to the roof; in the high-rise buildings, water flooded past the second floor, causing severe damage to facilities and equipment.
In addition to the damage to teaching facilities, nearly 2 tons of rice reserved for boarding students, books, blankets and school supplies... were all washed away or damaged by the flood. In the new school year 2025-2026, the school will have 16 classes with 220 students.
According to the plan of the Nghe An education sector, on August 25, students will return to school at the village cultural houses. When the new school is completed, students will be transferred to study at more spacious facilities.
"Up to now, books, teaching aids and essential conditions have been fully prepared so that students can study normally. We believe that this school year, students will still have enough joy and knowledge," Mr. Ha shared.
It is known that My Ly 2 Primary Boarding School for Ethnic Minorities is being supported by the Ministry of Public Security to build a new school. Students of this school will study at the village cultural houses in the new school year.
Mr. Nguyen Trong Hoan, chief of office of Nghe An Department of Education and Training, said that all students in the province will return to school on August 25. For schools not affected by natural disasters, teaching and learning will continue as planned.
