From January 1, 2024, students majoring in psychiatry, emergency resuscitation, infectious diseases, and forensic medicine will receive tuition support.

The State shall fully support tuition fees and living expenses for the entire course for students majoring in psychiatry, pathology, forensic medicine, forensic psychiatry, infectious diseases and emergency resuscitation at training facilities belonging to the State health sector.

Above is the new content of the Law on Medical Examination and Treatment (amended) which will take effect from January 1, 2024.

The content of training and fostering practitioners according to Article 105 of the Law on Medical Examination and Treatment (amended) clearly states: Medical examination and treatment facilities are responsible for organizing and creating conditions for practitioners to participate in training, continuously update medical knowledge, and foster technical expertise and professional ethics.

The State has a policy of granting scholarships to encourage learning for students majoring in psychiatry, pathology, forensic medicine, forensic psychiatry, infectious diseases and emergency resuscitation whose study and training results meet the conditions for scholarships at training institutions in the State's health sector.

At the same time, provide policy scholarships to students majoring in psychiatry, pathology, forensic medicine, forensic psychiatry, infectious diseases and emergency resuscitation who are working at medical examination and treatment facilities in areas with difficult socio -economic conditions or areas with especially difficult socio-economic conditions.

Specifically, students will be supported with full tuition and living expenses for the entire course if studying at a state-owned health training facility; and supported with tuition and living expenses for the entire course according to regulations if studying at a private health training facility.

The State encourages organizations and individuals to grant scholarships or subsidies to learners.

According to this regulation in Article 83 on training and fostering practitioners of the 2009 Law on Medical Examination and Treatment, the State exempts tuition fees for students majoring in pathological anatomy, forensic examination, and forensic psychiatry.

Compared to the old law, the 2023 Law on Medical Examination and Treatment has added 3 more majors with full tuition support from the State: psychiatry, emergency resuscitation, and infectious diseases.

According to the Ministry of Health , in the field of forensic medicine and forensic psychiatry, there are still many difficulties. Staff work in a toxic environment and are under a lot of psychological pressure.

The current remuneration policy for forensic specialists is not suitable and commensurate with the nature of the work, and has not attracted staff, especially doctors and forensic examiners.

Therefore, some forensic centers were established but the staff were still part-time or transferred from other specialized medical facilities, with little experience in this field.

To attract human resources and reduce the shortage of doctors in some specific specialties, such as anesthesia, psychiatry, forensic medicine, pathology, etc., there needs to be a special mechanism for salaries and other benefits.

Many experts suggest that with the above majors, the salary of doctors upon graduation can be 4-5 times higher than other majors; because these are very specific majors, medical staff cannot open clinics or work overtime.
