According to Mr. Pham Anh Tuan, Circular No. 40 on the provision of intermediary payment services issued by the State Bank has opened up many opportunities for the development of the e-wallet sector. Accordingly, from July 1, 2025, e-wallets can be used for payment everywhere, not limited to traditional points of sale. In addition, it allows flexible money transfers between wallets, from wallets to bank accounts and vice versa without necessarily going through a linked bank account. This creates favorable conditions for expanding services, especially in remote areas.
The State Bank of Vietnam is amending Circular 40, expected to take effect from September 1, 2025, to maximize conditions for the development of e-wallets. However, service providers must comply with the law and not support fraudulent, deceptive and illegal activities such as black credit, lottery and illegal trading floors.
As of March 31, 2025, Vietnam has 47 organizations providing e-wallet services; the total number of activated wallets is 46,010,000, of which about 30,270,000 wallets (accounting for 65.8%) are active, with the total amount of money on the wallets being more than 2,800 billion VND.
The program "Cashless Day 2025" with the theme "Cashless payment promotes digital economy " will take place continuously from June to July 2025. The event is organized by the State Bank of Vietnam in coordination with the Ho Chi Minh City People's Committee, the Payment Department, Banking Times, Tuoi Tre Newspaper, the Ho Chi Minh City Department of Industry and Trade and the National Payment Corporation of Vietnam (Napas).
Mr. Tran Xuan Toan, Deputy Editor-in-Chief of Tuoi Tre Newspaper, said that after 6 years of implementation, the program has contributed to changing the behavior of using digital payment methods, strengthening cashless payment habits and affirming the strategic role of cashless payment in building a transparent and sustainable digital economy.
"Cashless Day 2025" is also an occasion to review the implementation of the Project on developing non-cash payments for the period 2021 - 2025 and orient the comprehensive digital economic transformation. The program aims to reach at least 50 million people, attract more than 5 million interactions on social networks and the press, more than 200,000 direct participants, and promote an increase of at least 20% in the rate of non-cash transactions in Ho Chi Minh City in June 2025.
The highlight of the series of events is the workshop “Cashless Payment: Driving Force for Digital Economic Growth” held on June 14, 2025 with the participation of leaders of management agencies, banks, fintech and economic experts. The workshop will evaluate the project’s achievements, analyze changes in consumer behavior, evaluate the role of digital payments in e-commerce and the digital economy, and propose solutions for the period 2026 - 2030.
