Throughout the history of building and defending the country, the Vietnamese people have formed a unique foreign policy and diplomacy , imbued with national traditions and identity: promoting peace, harmony, friendship, respect for reason, fighting for justice, being delicate, flexible, humane, determined, persistent in protecting and preserving independence and the country's borders. That tradition was summarized by our ancestors into ideas such as: "Using great justice to defeat cruelty. Using benevolence to replace violence"; Ending war forever; To open the foundation of eternal peace.
The August Revolution succeeded, the Democratic Republic of Vietnam was established, and revolutionary foreign affairs and diplomacy were formed. Inheriting the nation's traditions and absorbing the cultural quintessence of humanity, President Ho Chi Minh laid the foundation, directly directed and oriented the development of foreign affairs and diplomacy of modern Vietnam. Marxism-Leninism and Ho Chi Minh's diplomatic thought are the foundation and compass for our Party to lead the work of party foreign affairs, state diplomacy and people's diplomacy.
That is the policy of independence, self-reliance, peace , friendship, cooperation and development, diversification, multilateralization, proactive and active international integration, for the national interest; promoting internal strength, exploiting and taking advantage of external strength, creating a combined strength, contributing to the victory of the struggle for national liberation, national reunification as well as in the cause of building and firmly defending the socialist Vietnamese Fatherland.
Nearly 40 years of implementing the renovation policy under the leadership of the Party, our country has achieved great and historic achievements, including important contributions from foreign affairs and diplomacy.
The foreign policy of “independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations” (1); “being a friend, a reliable partner and an active, responsible member of the international community” (2); being steadfast in principles and goals, flexible and clever in strategies implemented consistently, synchronously and effectively; at the same time, closely and smoothly coordinating between party foreign affairs, state diplomacy and people's diplomacy.
Regarding party foreign affairs, to date the Communist Party of Vietnam has had relations with 253 parties in 115 countries around the world, including 92 communist parties, 63 ruling parties, 38 parties participating in the ruling coalition, and participating in politics... Regarding state diplomacy, Vietnam has expanded and deepened relations with 193 countries and territories, including 3 special relations countries, 5 comprehensive strategic partners, 13 strategic partners and 12 comprehensive partners.
The implementation of the Party's correct foreign policy has made an important contribution to maintaining a peaceful and stable environment, firmly protecting independence, sovereignty, unity and territorial integrity, facilitating the cause of innovation, socio-economic development, and enhancing the country's position and prestige.
Regarding party foreign affairs, to date the Communist Party of Vietnam has had relations with 253 parties in 115 countries around the world, including 92 communist parties, 63 ruling parties, 38 parties participating in the ruling coalition, and participating in politics... Regarding state diplomacy, Vietnam has expanded and deepened relations with 193 countries and territories, including 3 special relations countries, 5 comprehensive strategic partners, 13 strategic partners and 12 comprehensive partners.
Vietnam has become an active, proactive member and has made responsible contributions to all regional and international organizations and forums. Vietnam is highly appreciated in implementing the Millennium Development Goals and participating in the United Nations Peacekeeping Mission. In particular, despite the impact of the Covid-19 pandemic, the global economy and trade have declined, but Vietnam's economy has continued to grow well and has been assessed by the International Monetary Fund (IMF) as a bright spot "in the gray picture" of the global economy.
Regarding people's diplomacy, our people's organizations and associations have cooperative and friendly relations with more than 1,200 foreign organizations and partners; the image of the beautiful, friendly, hospitable Vietnamese country and people with a rich, diverse culture and rich national identity is always spread to international friends, contributing to enhancing the position and prestige of Vietnam. "Our country has never had such a foundation, potential, position and international prestige as it does today" (3).
The achievements of Vietnam's foreign affairs in recent years are the result of the entire Party, people and army, in which the most important and decisive factor is the direct and comprehensive leadership of the Party, headed by General Secretary Nguyen Phu Trong.
Systematizing the leadership and direction of General Secretary Nguyen Phu Trong in building and implementing foreign affairs and diplomacy policies; helping departments, ministries, branches, Party committees, Party organizations at all levels, local authorities, agencies working on foreign affairs and diplomacy, Vietnamese people in the country, the Vietnamese community abroad and international friends clearly understand the foreign affairs policies and guidelines of our Party, headed by General Secretary Nguyen Phu Trong; The Party Central Committee's Foreign Affairs Commission, the Ministry of Foreign Affairs and the National Political Publishing House Truth jointly published the book Building and developing a comprehensive and modern Vietnamese foreign affairs and diplomacy, imbued with the identity of "Vietnamese bamboo".
In 2022, the National Political Publishing House Truth organized the editing and publication of the book Some issues on socialism and the path to socialism in Vietnam by General Secretary Nguyen Phu Trong, guiding the entire Party and people and affirming to international friends the path that our Party and people are determined to build is national independence and socialism.
To concretize the arguments and demonstrate more clearly with the achievements in the renovation process, the orientation of building and developing the country, the Publishing House has completed, edited and published the books of the General Secretary, which are specialized in the important issues of the country: 1- Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong; 2- Some issues on military guidelines and defense strategies in the cause of building and defending the socialist Vietnamese Fatherland in the new period; 3- The whole country is united, seizing every opportunity, overcoming all difficulties and challenges, determined to successfully implement the Resolution of the 13th National Party Congress; 4- Promoting the tradition of great national unity, building our country increasingly rich, civilized and happy;...
The publication and launch of the book Building and developing a comprehensive, modern Vietnamese foreign affairs and diplomacy, imbued with the identity of "Vietnamese bamboo" by General Secretary Nguyen Phu Trong is another great contribution, contributing to the completion of the theoretical system and practical foundation for building socialism and the path to socialism in our country. The book demonstrates the consistent and consistent thinking of the head of our Party on Vietnam's foreign affairs and diplomacy in the renovation period; it is a testament to the maturity, development of thinking and achievements of Vietnam's foreign affairs and diplomacy.
The book consists of three parts:
Part 1: The important role and great contribution of foreign affairs in the cause of national construction and defense, including an overview article and 7 speeches by General Secretary Nguyen Phu Trong at the Party Central Committee conferences, diplomatic conferences, and national foreign affairs conferences. The articles and speeches demonstrate the strategic thinking of our Party leader on Vietnam's foreign policy and diplomacy.
Based on the assessment of the results and achievements of foreign affairs and diplomacy that have "contributed significantly to the great and historically significant common achievements of our country", thanks to which "Vietnam's position and prestige have been increasingly enhanced in the international arena", the General Secretary pointed out the goals, tasks and orientations for foreign affairs to meet the requirements of the tasks in the new situation.
General Secretary Nguyen Phu Trong stated: Vietnam is a rapidly developing country with an important geostrategic position in the current changes of the times. In a volatile and unpredictable world, challenges are always intertwined with opportunities, and risks always come with opportunities.
To realize the country's development goals by 2025, 2030 and 2045, the General Secretary requested promoting the pioneering role of foreign affairs, building a comprehensive and modern diplomacy, imbued with the identity of "Vietnamese bamboo": solid roots, strong trunk, flexible branches; in which, "pioneering must first be demonstrated in thinking and awareness; pioneering in protecting the Fatherland early and from afar; pioneering in creating opportunities to promote national and ethnic interests; pioneering in combining national strength with the strength of the times, mobilizing the strength of the great national unity bloc, especially uniting the strength of the Vietnamese community at home and abroad".
Implementing the policy of the 13th National Party Congress on "Building a comprehensive and modern diplomacy with three pillars: Party diplomacy, State diplomacy and people's diplomacy" (4), in his speeches and articles, General Secretary Nguyen Phu Trong affirmed: Foreign affairs is the cause of the entire Party, the entire people, the entire political system, under the direct and comprehensive leadership of the Party, the centralized management of the State; the close and harmonious connection between Party diplomacy, State diplomacy and people's diplomacy, between political diplomacy, economic diplomacy, cultural diplomacy, defense diplomacy, security diplomacy and diplomacy in other fields.
This is both a precious tradition and a demonstration of the creativity and uniqueness of the art of foreign affairs and revolutionary diplomacy of Vietnam, analyzed, explained and specifically oriented by the General Secretary with profound political vision and strategic thinking; it is a step forward in the development of Vietnam's foreign affairs thinking, both an urgent requirement and of long-term significance, meeting the tasks in the new situation.
Part two: Vietnam's foreign relations for independence, self-reliance, peace, friendship, cooperation and development, including 78 speeches, articles, addresses, interviews, letters, telegrams... of General Secretary Nguyen Phu Trong at bilateral and multilateral diplomatic activities and forums, demonstrating the close and harmonious coordination between the pillars of foreign affairs: party diplomacy, state diplomacy and people-to-people diplomacy.
Through the stages, in the positions of Chairman of the National Assembly, General Secretary, General Secretary - President, the articles and speeches of Comrade Nguyen Phu Trong expressed the viewpoints and foreign policy in the new development stage of the country, synchronously, creatively and effectively implementing foreign affairs activities, proactively and actively integrating comprehensively and deeply into the world.
Vietnam has had open bilateral and multilateral cooperation with partners in all fields, at all levels and sectors, bringing foreign relations into depth, stability, effectiveness, substance, increasing political trust and intertwining interests; mobilizing and effectively combining external resources with domestic resources to proactively participate, actively contribute, and enhance Vietnam's role in building and shaping multilateral institutions and international political-economic order for the national-ethnic interests and the common interests of the international community on the basis of the fundamental principles of the United Nations Charter and international law.
In bilateral relations, General Secretary Nguyen Phu Trong's speeches, articles, and addresses always express his appreciation for the friendly and cooperative relations with countries based on the principles of mutual respect, equality, and mutually beneficial cooperation.
Promoting the tradition of peace and friendship of our ancestors, the General Secretary affirmed the need to continue to promote and deepen relations with neighboring countries, comprehensive strategic partners, strategic partners, comprehensive partners and traditional friends, enhance trust, promote common points, be flexible and creative in handling disputes and promote peace, cooperation and development to firmly consolidate a stable foreign situation, serving the cause of national construction and protection.
Vietnam is ready to participate in multilateral cooperation mechanisms, regional and international organizations and cooperation frameworks as well as in important strategic issues, in accordance with the country's requirements, capabilities and conditions.
In relations with communist parties, workers' parties, ruling parties and democratic parties, for peace and progress in the world, General Secretary Nguyen Phu Trong always pays special attention, contributing both theory and practice to the treasure of Marxism-Leninism and Ho Chi Minh's thought from Vietnam's renovation process, firmly upholding the goal of national independence and socialism, building a fair and progressive society, truly for the people.
The General Secretary emphasized that the Communist Party of Vietnam always attaches importance to relations with socialist countries, communist parties, workers and traditional friends. In his speeches, articles and articles, General Secretary Nguyen Phu Trong always pays attention and affection to the overseas Vietnamese community and the people of the host country, always actively introducing the image of a peaceful, friendly, hospitable, dynamic and developing Vietnam in the eyes of international friends.
Part 3: Foreign affairs and diplomatic imprints, including 52 opinions of experts, politicians, diplomats, researchers, and international friends on the role and contributions of General Secretary Nguyen Phu Trong in the formation and development of a comprehensive, modern Vietnamese diplomatic school, imbued with the identity of "Vietnamese bamboo".
These are the memories, feelings, and stories of ambassadors, officials working in foreign affairs and diplomacy, journalists, and overseas Vietnamese who accompanied and met the General Secretary during his visits and work at home and abroad. The opinions expressed respect, precious feelings for the General Secretary and confidence and pride in the great achievements of the country, including the important contributions of Vietnam's foreign affairs and diplomacy.
The speeches, articles, addresses, interviews, letters, telegrams... of General Secretary Nguyen Phu Trong selected in the book are a summary of valuable lessons learned from Vietnam's foreign affairs and diplomacy, demonstrating the development of strategic thinking of our Party, headed by the General Secretary, contributing to orienting the goals and tasks of foreign affairs and diplomacy in the new period.
