What did the police general say about increasing the age of service in the people's police?

On the afternoon of May 27, giving his opinion in the discussion group on the Draft Law on amending and supplementing a number of articles of the Law on People's Public Security, Lieutenant General Nguyen Hai Trung (National Assembly delegation of Hanoi City, Director of Hanoi City Police) said that increasing the maximum service age of police officers, non-commissioned officers, and workers has many advantages.

According to Lieutenant General Nguyen Hai Trung, increasing the service age will create consistency and compatibility with the Labor Law and increase social insurance funds. The number of officers, especially high-ranking officers (from Lieutenant Colonel and above), when their service age is extended, will help inherit their experience, thereby creating good conditions for work and the force.

Regarding concerns about increasing the age for female officers, the Director of Hanoi Police Department said that currently the number of women in the police force only accounts for more than 10%. The majority of female officers only work in education, health care, Party work, politics , logistics, and finance.

Lieutenant General Nguyen Hai Trung gave an example that previously all female cadres retired at the age of 55, but then there was a change allowing some positions of provincial vice chairperson, Central Committee member or higher, or in the police if they were general or higher to retire at the age of 60.

"Before this change, there were many voices saying that women at the age of 55 had not yet taken off and landed. They analyzed that before the age of 55, they had to take care of family matters, many things, and by the time the children grew up and had more free time to take care of work, they would have retired" - delegate Trung said.

Regarding the addition of some positions with the rank of Major General, the Director of Hanoi City Police Department has 2 positions at the People's Security University and the Police University in the South. When drafting the 2018 Law on People's Public Security, the policy was not to fully organize these 2 schools in the South but only determined that they would become branches of schools in the North. However, later there were many opinions that 2 complete schools should be built in the South. Therefore, these 2 schools in the South are still maintained with functions and tasks no different from other police schools, but are not on the list of general rank conferring. The addition is very reasonable.

Regarding the promotion to the rank of Major General before the term, delegate Trung said that the law already has provisions, but it was only in the recent law that it was specified that the promotion to the rank of Major General before the term must have a document from the Party Committee of the Government . However, to have this document, there must be prior approval from the Secretariat and there must be medals.

"I am also a beneficiary of this policy. I was promoted from major general to lieutenant general a year early. Therefore, if there are specific regulations, it would be great" - said the Director of Hanoi City Police.

Regarding the addition of regulations to extend the service age in special cases, delegate Trung said that the extension does not apply to holding a management position but to cases such as professors, associate professors...

Previously, according to the report, the Government proposed to increase the service age of police officers (men increase by 2 years, women increase by 5 years); increase the age of officers and non-commissioned officers by 2 years; female officers with the rank of colonel increase by 5 years, female officers with the rank of lieutenant colonel increase by 3 years, female officers with the rank of general keep the current age of 60 years. Police officers who are professors, associate professors, doctors, and senior experts have their service period extended from 60 to 62 years old for men; from 55 to 60 years old for women.

According to the roadmap, each year will increase 3 months for men and 4 months for women. In particular, officers and non-commissioned officers with the highest service age under 60 years old for men and under 55 years old for women will immediately increase by 2 years, not following the above roadmap.

The Government proposed to increase the age limit for public security service starting from January 1, 2021, the effective date of the Labor Code, but not apply to cases that have retired before the Law amending and supplementing a number of articles of the Law on People's Public Security takes effect.

Chairman of the National Assembly's Committee on National Defense and Security, Le Tan Toi, said that the Committee agreed with the Government's proposal to increase the maximum service age for officers, non-commissioned officers, and police workers. However, some opinions said that raising the maximum service age for female Lieutenant Colonels to 3 years and female Colonels to 5 years is a significant increase, while most other ranks are increased by 2 years to suit the special working environment of the People's Public Security force.
