3/9 low revenue
With the view of improving the effectiveness of state budget management and maximizing revenue sources, completing the revenue estimates according to the plan assigned by the province and the locality, since the beginning of the year, the District People's Committee has resolutely directed functional branches and coordinated with localities to effectively implement budget collection solutions. As of April 18, 2025, the total state budget revenue in the district reached 104.6 billion VND, reaching 27.9% of the provincial estimate (375 billion VND) and 27.6% of the district estimate (380 billion VND). Estimated revenue by the end of April 2025 is nearly 124 billion VND, reaching 33.1% of the provincial estimate and 32.6% of the district estimate. Of which, revenue from taxes, fees and other budget revenues is 111.2 billion VND and land use fees is 12.7 billion VND). Specifically, 6/9 revenue items reached over 34% (average level for the whole year) including non-state revenue of 77.2 billion VND/174 billion VND, reaching 44.4%; non- agricultural land use tax revenue of 458 million VND/500 million VND, reaching 91.6%; land rent revenue of 2.7 billion VND/8 billion VND, reaching 34.3%; personal income tax of 10.5 billion VND/20 billion VND, reaching 52.6%; fees and charges of 5.9 billion VND/10 billion VND, reaching 59.2% and other budget revenue of 5.4 billion VND/14 billion VND, reaching 39.3%. In addition, there were 3 revenue items with low achievement: Registration fee, mineral exploitation right issuance fee and land use fee.

Although in 2024 and the first months of 2025, the district's socio -economic situation has developed relatively stably, with industrial production, small-scale industry, trade and services activities improving, contributing to increasing revenue for the district's revenue sources. However, according to the district's tax sector, the estimated budget revenue in the first 4 months of 2025 is 12.1% lower than the same period.
Explaining the reason, according to the leaders of the district People's Committee, the revenue sources in the district are still small and unstable; the work of urging the settlement of tax debts has not been thoroughly implemented, and tax arrears are still high. In addition, the work of inspecting households that have stopped doing business has not gone into depth. The situation of households that have stopped doing business but are still operating to evade taxes has not been handled promptly. The collection of mineral exploitation rights is low and the collection of land use fees is still difficult. In particular, the work of establishing procedures to approve the starting price of auctions is still slow. Since the beginning of the year, there has been no collection of money from auctioning land in residential areas.

Expected to earn an additional 30 billion VND in May
The remaining state budget collection task in 2025 is 256 billion VND, expected to be implemented in the second quarter of 2025 is 90 billion VND (of which, it is expected to collect 30 billion VND in May 2025). To ensure that the state budget collection in the district in 2025 reaches the highest level by the end of the operation, in the coming time, the District People's Committee will focus on promoting budget collection management, firmly grasping revenue sources and budget payers in the district. Forecasting the ability to collect budget on each source and locality, strictly managing, promptly putting into place a tax collection management system for newly arising revenue sources. Focus on exploiting revenue sources with large proportions, especially revenue from taxes and fees of enterprises, potential revenue sources, focusing on exploiting revenue sources from Cam Lam - Vinh Hao and Vinh Hao - Phan Thiet Expressway projects (settlement number) and other projects in the district. At the same time, review and exploit potential revenue sources, remaining space, new expected revenue sources, strengthen tax debt settlement...
In addition, step up the inspection work to prevent tax loss, focus on measures to prevent tax evasion and trade fraud. Strengthen the work of tax inspection, tax examination, supervision of tax declaration and settlement records of enterprises, organizations and individuals; strengthen the inspection of households that have ceased business to promptly handle tax-evading households. In particular, focus on speeding up the progress of determining the starting price for land auctions in residential areas to auction off land use fees. At the same time, strengthen the collection of financial obligations through the issuance of land use right certificates and land use purpose conversion, in order to promote the collection of land use fees in 2025 to have a source to implement the public investment capital plan in 2025.
