Up to this point, more than 90 universities nationwide have announced information on regular university enrollment in 2023.
Enrollment quotas of many schools have increased from hundreds to thousands compared to last year. Many schools have begun accepting applications for early admission. Admission based on academic records is still used by most schools, with 20-40% of the quota reserved for this method.

In 2023, Phenikaa University will enroll 7,668 students for 41 majors and training programs with 3 admission methods. Compared to 2022, this year, Phenikaa University will increase its enrollment by more than 2,000 students and add 5 new majors, including: Software Engineering, Dentistry, Oriental Studies, French Language, Logistics and Supply Chain Management.
The school uses 3 main admission methods, including: Direct admission according to the Admissions Plan of Phenikaa University, 10 - 20% of the total target; Admission based on the results of the 2023 High School Graduation Exam, from 40 - 60% of the total target; Admission based on High School transcripts, from 30 - 40% of the total target.
According to the enrollment announcement of the University of Transport, this year, the school maintains the same training majors (31 majors) but increases the total enrollment quota for the whole school to 5,800, of which Hanoi has 4,300 quotas, Ho Chi Minh City Branch has 1,500 quotas (in 2022, the school will enroll 5,670 quotas).
The University of Transport uses 4 admission methods including: Method 1 considers admission based on the results of the 2023 High School Graduation Exam and students who have won national and international prizes. Method 2 considers admission based on the results of High School studies (transcripts). Method 3 considers admission based on the results of the thinking assessment of Hanoi University of Science and Technology for some majors enrolled and trained in Hanoi, and considers admission based on the results of the capacity assessment of Ho Chi Minh City National University for some majors enrolled and trained at the Ho Chi Minh City Branch. Method 4 considers a combination of IELTS English certificate from 5.0 or higher (valid until the date of admission) and the total score of 2 subjects (Math and 1 subject other than Foreign Language) in the admission combination (total average score of grades 10, 11 and 12) plus priority points (if any) reaching 15 points or more.
The University of Electricity enrolls 3,650 students for 5 admission methods. Notably, this is the first year the school has an admission method that combines international English certificates with academic records or high school graduation exam scores. Specifically, the school reserves 35% for the admission method using academic records, 55% for the method using high school graduation exam results, 5% for the combined admission method, 5% for the method of considering the results of the Hanoi National University's competency assessment exam and does not limit the number of students for the direct admission method according to the regulations of the Ministry of Education and Training. With combined admission, the school pays attention to two groups: the group combining international foreign language certificates with academic records and the group combining international foreign language certificates with high school graduation exam scores.
The Academy of Posts and Telecommunications Technology plans to open four more majors, increasing the enrollment quota from 3,820 to 4,280. The four new majors include: Digital Economy; Communication and Public Relations; Applied Information Technology (standard program) and Digital Marketing (high-quality program). The school plans to allocate 55% of its enrollment quota from graduation exam scores and 15% from competency and thinking assessment scores. In addition, the school allocates 30% of its enrollment quota according to its own project and according to regulations of the Ministry of Education and Training. Compared to 2022, the enrollment quota for graduation exam scores will decrease by 10%.
With the admission method according to the separate project, candidates submitting applications must belong to one of four groups of conditions. Group one is candidates with SAT scores of 1130/1600, ACT scores of 25/36 ACT or higher. Group two is candidates with IELTS certificates of 5.5, TOEFL iBT 65, TOEFL 513 or higher. Group three is students who won consolation prizes in the national excellent student competition or first, second, third prizes at the provincial level in Math, Physics, Chemistry, and IT. All three groups must have an average score of three years of high school or the first semester of grade 12 of at least 7.5, and conduct of good or higher. Group four is students specializing in Math, Physics, Chemistry, and IT at specialized schools, with an average score of three years or the first semester of grade 12 of 8 or higher, and conduct of at least good.
Vietnam Aviation Academy plans to enroll 11 majors with a total quota of 2,705, an increase of nearly 600 compared to 2022. Of which, the quota for English Language has nearly doubled, from 180 to 345, followed by Business Administration, from 440 to 540. The remaining majors generally increased by 20-30 quotas compared to the 2022 enrollment level, only Control Engineering and Automation Technology has reduced its quota from 180 to 140.
In the field of Business Administration, Vietnam Aviation Academy will open a major in Aviation Operations, taught and learned entirely in English. The school will maintain 5 admission methods as in 2022, including considering academic records; considering 2023 High School Graduation Exam scores; giving priority to admission according to the school's own project; direct admission according to the regulations of the Ministry of Education and Training; considering the capacity assessment test scores of Ho Chi Minh City National University.
According to the 2023 enrollment plan, Hanoi Open University will enroll 3,800 students, an increase of more than 200 compared to last year. The school uses admission methods including considering the results of the thinking assessment test for a number of majors: E-commerce, Economic Law, Information Technology, etc.; considering the results of high school transcripts; considering the scores of the Hanoi National University's capacity assessment test; considering the results of the 2023 high school graduation exam, combining high school transcripts or graduation exams with aptitude scores.
Majors requiring aptitude tests (Illustration, Fine Arts Drawing, Color Composition) include: Industrial Design, Architecture. Candidates can take the aptitude test organized by Hanoi Open University or take the test at another school, then submit their scorecards. The deadline for registering for the aptitude test is March 15. Thuyloi University plans to enroll a total of 5,500 students, 1,500 more than in 2022; at the same time, it plans to open 2 more majors: Korean Language and Chinese Language.
Associate Professor, Dr. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training) shared: According to the regulations, schools are allowed to organize early admissions and can organize early admissions if needed. However, schools are allowed to conduct early admissions and announce the list of qualified candidates but are not allowed to ask candidates to confirm their admission earlier than the general schedule of the Ministry of Education and Training.
