The Provincial Federation of Labor has strengthened the leadership and direction of trade unions at all levels in the province to select appropriate, practical and effective forms of legal dissemination and education; focusing on innovation and diversification of response forms with wide-reaching effects; promoting the application of information technology, digital transformation, encouraging socialization in implementation such as: Organizing policy dialogues, direct legal advice, integrating into public service activities of cadres, civil servants, authorities, unions, and workers at the grassroots level; through conferences, seminars, talks, and professional activities suitable to practical conditions...

The forms of propaganda are organized in a diverse, lively and flexible manner, suitable to the characteristics of each enterprise, unit and the work, hours and activities of employees through direct propaganda as the basis, integrated with effective legal advice, in addition to indirect propaganda and visual propaganda; through the loudspeaker system and internal newsletters at the enterprise; seminars, legal knowledge competitions; leaflets, brochures; distribution of documents on legal policies.

Strengthening propaganda, dissemination and legaleducation on mass media; electronic information pages of agencies, units and localities; propaganda through applications on mobile devices and social networks; organizing the integration of legal dissemination and education activities in combination with cultural, artistic, sports and community activities, clubs... Mobilizing cadres, union members and employees in the area to respond to and participate in online competitions on law. Strengthening coordination with agencies, units and localities to widely implement legal dissemination and education to employees.

In 2024, implementing the Project "Developing labor relations in Quang Ninh province for the period of 2021-2025", trade unions at all levels in the province organized 12 training courses for trade union officials at the direct superior level and enterprise trade unions on salary negotiation, building salary scales at enterprises; organized 19 training conferences for grassroots trade union officials; 11 training conferences to improve skills in organizing dialogue, collective bargaining, and collective labor agreements; 55 propaganda classes, disseminating labor laws, health insurance, unemployment insurance, Law on Democracy Implementation at the Grassroots Level, Trade Union Law, collective bargaining, and collective labor agreements for 8,910 workers and trade union officials at all levels. Along with that, 10 legal consulting points were organized in industrial parks; Coordinate with departments and branches to organize 9 conferences to disseminate, consult, dialogue, and answer questions about social insurance, health insurance, unemployment insurance policies and labor laws; disseminate new contents of labor laws to employees and employers...

The Provincial Federation of Labor continues to direct the maintenance of 345 legal bookcases at the grassroots level and above; each bookcase has an average of 110-150 books to serve employees. At the same time, continue to research to build an "Electronic Law Library" on the Provincial Federation of Labor's website to collect many legal documents, so that employees can quickly look up information and legal documents anytime, anywhere. Regularly maintain a monthly citizen reception department. In 2024, 85 meetings were held with 198 participants; 26 cases/78 people were directly consulted; 50 cases/50 people were indirectly consulted, 9 mobile consultations were conducted for 70 people.

In 2025, according to the construction plan, the Provincial Federation of Labor will organize 55 training courses to disseminate labor laws, social insurance, health insurance, unemployment insurance, democratic regulations, Trade Union Law, collective bargaining and collective labor agreements... for workers, trade union officials at all levels, legal reporters and legal officers of enterprises; 4 training courses on skills to build corporate culture in grassroots trade unions at enterprises. In the first quarter, the Provincial Federation of Labor will organize 16 conferences to propagate crime prevention, drugs, prostitution and social evils; gender equality and prevention of gender-based violence in the workplace for 2,150 union members and employees in the province.

In the coming time, continue to focus on directing and guiding the implementation of grassroots democracy regulations; improve the quality of building grassroots democracy regulations, organize dialogues at the workplace, organize labor conferences. Focus on implementing the 2025 contents of the project "Developing labor relations in Quang Ninh province for the period 2021-2025"; organize conferences to propagate legal policies, provide mobile legal advice, etc.
