According to AP , Syrian Health Minister Hassan al-Ghabash said that among the victims were civilians, including six children. He feared that the death toll could rise because many of the injured were still in critical condition.
The Syrian military said drones carrying explosives targeted the ceremony attended by young officers and their families, striking as it was about to end.
The Syrian military statement did not name any specific groups but accused rebels “supported by foreign forces” of being involved in the attack.

They affirmed that they "will respond with full force and determination to these terrorist organizations, wherever they exist".
No group immediately claimed responsibility for the attack, which comes as Syria enters its 13th year of conflict.
An estimated half a million people died during that time, and many parts of the country were devastated.
Syrian state television said the government had declared three days of national mourning starting on October 6.
UN Secretary-General Antonio Guterres' spokesman Stephen Dujarric said Mr. Guterres expressed deep concern about the attack in Homs as well as reports of retaliatory shelling in northwestern Syria.
Mr. Guterres condemned all acts of violence and called for a ceasefire across Syria.
