On the evening of September 18, Vice Chairwoman of District 3 People's Committee (HCMC) Pham Thi Thuy Hang spoke with reporters of Nguoi Lao Dong Newspaper about information on the arrangement of ward-level administrative units in the area.
Previously, social networks spread information about the merger of wards in District 3 and the establishment of all-letter wards such as Hoang Sa, Truong Sa, Ban Co, Phu Thanh...
District 3 leaders confirmed that there was no merger of wards to form wards named Hoang Sa and Truong Sa.
Vice Chairwoman of District 3 People's Committee Pham Thi Thuy Hang denied this information. Ms. Hang affirmed that this is a false rumor.
Ms. Hang said that implementing the central government and Ho Chi Minh City's policy on the arrangement of administrative units at the district and commune levels in the 2023-2025 period, District 3 as well as other districts are reviewing and proposing plans. However, the district's plan is only a proposal and has not been approved by the Ho Chi Minh City People's Committee.
Therefore, up to now, there has been no official plan to merge the district's wards as information spread on social networks.
District 3 currently has 12 wards including: wards 1, 2, 3, 4, 5, 9, 10, 11, 12, 13, 14 and Vo Thi Sau ward (on the basis of merging wards 6, 7, 8 in early 2021).
According to Resolution 35/2023 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the 2023-2030 period, the city has 6 districts and 142 communes, wards and towns subject to arrangement.
Six districts include 3, 4, 5, 10, 11 and Phu Nhuan. 142 communes, wards and towns in districts 1, 3, 4, 5, 6, 7, 8, 10, 11, Binh Thanh, Go Vap, Phu Nhuan, Tan Binh, Tan Phu, Thu Duc City and Hoc Mon district.
Recently, the Department of Home Affairs has requested relevant localities to review, report, and provide documents related to the arrangement of administrative units at district and commune levels in the 2023-2030 period.
This is to have a basis to report to the City People's Committee to submit to competent authorities for consideration and decision not to arrange for district and commune-level administrative units subject to arrangement but having one of the special factors specified in Resolution 35.
According to the leader of the City People's Committee, the 6 districts and commune-level administrative units subject to the new arrangement are the results of the initial review, the city will continue to review according to specific criteria. After comparing with the specific criteria, some district and commune-level units in Ho Chi Minh City may not need to be arranged.
