According to the report of the Provincial People's Committee, in the first 9 months of the year, the province's economy remained stable and developed, achieving a fairly good growth rate (GRDP in the first 6 months of the year is estimated to increase by 7.55% over the same period in 2022, ranking 2nd out of 14 provinces in the midlands and mountainous areas of the North).
Important sectors and fields continued to develop, with higher results than the same period in 2022; agricultural production was stable, maintained according to the seasonal schedule, ensuring food security; disease prevention and control work on livestock and poultry was implemented promptly; industrial production value and output of some industrial products increased compared to the same period; tourism promotion activities took place vigorously on a large scale, with rich content and many innovations.
The province has actively resolved difficulties and obstacles in production, business, and public investment; accelerated the progress of important projects and works of the province. State budget revenue in the area reached 1,855.2 billion VND, up 0.3% over the same period; administrative reform was drastically implemented; activities on digital transformation and application of science and technology were focused on and promoted.

However, in addition to the economic achievements of the province, there are still shortcomings and difficulties in the last months of the year that need to be overcome and resolved. In particular, the production and business of some key product groups of the province are lower than the set plan; service businesses have not met the requirements for fire prevention and fighting as prescribed.
There are not many outstanding agricultural models and products in the province; the number of OCOP products is large but their competitiveness in the market is not high; the development of new, highly efficient raw material areas is still limited; the progress of new rural construction in many localities is still slow, there are not many initiatives and new ways of doing things, etc.
In particular, the progress of implementation of non-budget projects, disbursement of public investment capital, and disbursement of capital from the National Target Program is still slow. Attracting investment in projects in industrial zones and clusters still faces many difficulties due to the low-level support policy for investment in technical infrastructure works of industrial clusters and the lack of support from the central budget.

In reality, welcoming tourists during the recent festival revealed many weaknesses in tourism infrastructure: infrastructure serving tourism development has not been invested synchronously, especially transportation infrastructure to tourist destinations; accommodation system..., leading to failure to meet the diverse tourist market segments.
The province has not yet attracted many investors with great potential to invest in tourism; tourism service workers with foreign language skills are still lacking and of low quality; most of the construction of cultural villages associated with tourism development in new districts and cities is still in the process of implementation, not yet creating tourism products to serve tourists.

Along with that, the ability to coordinate between sectors and localities is still limited. To overcome this situation, the Chairman of the Provincial People's Committee requested that sectors and localities continue to strictly implement working regulations, review all work programs of the year to consider progress, content, requirements, thereby overcoming limitations and weaknesses. Note that it is necessary to overcome the causes that have been pointed out, which are responsibility and each working coordination relationship.

Agencies and units need to immediately overcome the situation of avoiding responsibility, being afraid of difficulties and not daring to give advice and proposals. He requested that in the coming time, civil servants must work three times, showing closeness and coordination three times. All investors from now until the 28th must have disbursement figures, striving to be equal to the average disbursement level of the whole country. Localities must focus highly on site clearance work; the National Target Program must have immediate solutions to resolve any problems; the construction of houses for the poor must focus on speeding up the implementation progress, and have timely adjustment solutions. In the field of education, relevant agencies and units must inspect and take timely measures to handle the situation of overcharging at the beginning of the school year. In the coming time, agencies and units must focus highly on defense area drills.
