“The emerging need of around 397 million euros has become concrete in recent weeks,” according to a letter seen by Reuters on September 19. The German finance ministry is asking the lower house of parliament’s budget committee to approve the additional spending requested by the defence ministry .

"Due to the continued deterioration of the military situation in Ukraine, there is a serious risk that Ukraine, without a significant increase in material support, could be defeated in the war," the letter said.
The German Finance Ministry said that this additional need must be met immediately so that the measures can be implemented in 2024 and their impact can be realized during the rest of the year. German aid to Ukraine is expected to be around 8 billion euros in 2024.
In addition, Ukraine's urgent humanitarian needs this winter will be met by allocating 160 million euros from the proceeds of frozen Russian assets, European Commission President Ursula von der Leyen said on September 19.
In addition to the cash, the EU will support repairs to Ukraine’s energy infrastructure as well as additional exports. The International Energy Agency said on September 19 that Ukraine could face a 6 gigawatt (GW) shortfall this winter as peak electricity demand increases.
A fossil fuel power plant is being dismantled in Lithuania and will be rebuilt in Ukraine, where 80% of the country's thermal power plants have been destroyed. A third of Ukraine's hydropower has also been destroyed.
"We aim to restore 2.5 GW of capacity, which is 15% of Ukraine's needs," Von der Leyen said, referring to the repairs, adding that the EU would increase exports to provide 2 GW of electricity to Ukraine.
