Ukrainian Deputy Minister of Reforms Yuriy Vaskov made the above statement at a grain conference on May 30.
The UN and Türkiye brokered the Black Sea Grain Initiative between Moscow and Kiev in July 2022 to help address the worsening global food crisis.
Russia agreed this month to extend the deal by two months, but said the initiative would end unless a deal was reached to overcome obstacles to Russian grain and fertilizer exports.
Moscow's demands include resuming the transit of ammonia from Russia through Ukrainian territory to the Pivdennyi port in Odessa, where the commodity is exported.
Pipeline shipments of ammonia gas - a key ingredient in nitrogen fertilizers - have been halted following Russia's special military operation.
“We do not understand at the moment whether the ammonia pipeline itself will solve any problems or not. If it does not solve any problems, there will be no dialogue…
“If it (ammonia) is a key issue, the UN must make it clear that when the ammonia pipeline is operational again, Ukraine will have the opportunity to export grain normally. Then our top political leadership will decide whether it is in our interest or not.”
The UN said that since the extension, the grain deal has not been fully implemented and no ships have been allowed to dock at Pivdennyi port since April 29.
Kiev will consider allowing Russian ammonia to transit Ukrainian territory for export, provided the Black Sea grain deal is extended to more of the country's ports and cargo, a senior government source said.
