According to the forecast of the Provincial Hydrometeorological Station, from November 16-18 and continuing from November 19, Quang Ngai will experience very heavy rain over a wide area. The Eastern Truong Son region will have rainfall of 200-400mm, in some places over 500mm. The Western Truong Son region will have rainfall of 80-150mm, in some places over 200mm. Prolonged heavy rains pose a risk of causing major floods, deep inundation, flash floods and landslides, especially in mountainous areas, low-lying areas, and areas with landslides in previous days. Implementing the telegram of the National Civil Defense Steering Committee, the Chairman of the Provincial People's Committee requested all departments, branches and localities to continue to strictly implement previous instructions and immediately deploy the following key tasks:
People's Committees of communes, wards and special zones closely monitor rain and flood forecasts; provide prompt and complete information to people; mobilize forces to overcome the consequences of the previous rain. Check residential areas along rivers, streams and low-lying areas; clear water flows and dredge bottlenecks. Proactively evacuate people from dangerous areas, especially those where landslides have occurred: Go Oat Mountain (Ba Vinh), Ngoc Linh Commune - Dak Plo, Mang Ri Commune, Hon Do - Truong Giang, Tra Bong, Ha Thanh... Prepare enough food and necessities for areas at risk of isolation. Organize forces to be on duty 24/7, guard at flooded, overflowing, and fast-flowing points, and not allow people and vehicles to pass through dangerous areas. Temporarily stop ferry operations; prohibit people from fishing or collecting firewood on the river during floods. Check the safety of key works, small reservoirs that are full of water, and mineral exploitation areas; Proactively operate water discharge when necessary. Proactively contract vehicles and materials to be ready to respond to and fix incidents.
The Provincial Military Command, on duty 100%, coordinated with the Department of Agriculture and Environment to advise on response plans; mobilized forces and means of military and border units to support local rescue, especially in areas at risk of separation and isolation.
Provincial police, ready forces and means; Dividing and guiding traffic, preventing people from entering dangerous areas; Closely coordinating with Civil Defense Command Committees at all levels in responding to floods.
Department of Agriculture and Environment inspects and supervises the safe operation of irrigation dams; Coordinates with the Department of Industry and Trade to issue orders for reservoir and inter-reservoir operations according to regulations; Advises the Provincial People's Committee on measures to respond to prolonged heavy rains.
The Department of Industry and Trade monitors and inspects the operation of reservoirs of hydropower plants; requires dam owners to strictly follow operating procedures; takes responsibility for any errors in natural disaster prevention.
Department of Transport / Construction, organize traffic assurance, temporarily fix landslides; Check bridge and road safety; temporarily stop exploitation of unsafe constructions; Divide traffic and guide people to travel safely.
Department of Education and Training, Ensure safety at educational facilities, especially in mountainous areas and flood-prone areas; Decide to let students stay home from school when heavy rain and rising water cause danger.
Dung Quat Economic Zone & Industrial Park Management Board informs businesses to proactively protect workers, assets, and equipment; Note key factories: Dung Quat Oil Refinery, Hoa Phat Steel, VSIP...
Project Management Boards require construction units to have plans to respond to floods and storms; Clear obstacles on rivers and streams to ensure flood drainage.
Irrigation Works Exploitation Company & Hydropower Reservoir Owner, monitor the flood and rain developments in the basin; Operate the reservoir according to procedures, ensuring the safety of the project and downstream.
Departments, branches, press agencies and the Steering Committee Office must increase warning information to the people; closely monitor the development of floods and rains, proactively deploy response plans; seriously organize on-duty shifts and regularly report to the Provincial People's Committee.
