By downsizing the US Agency for International Development (USAID), President Donald Trump wants to ensure that Washington's tens of billions of dollars in foreign aid around the world is consistent with his "America First" foreign policy.

The Trump administration is considering downsizing USAID and bringing the agency under the control of the State Department, informed sources said on January 31.
The move could significantly restructure how Washington allocates foreign aid globally. A source said the US National Security Council has held discussions on the topic but no final decision has been made.
The Trump administration announced it is conducting a review to ensure that tens of billions of dollars worth of US foreign aid around the world is consistent with its "America First" foreign policy and does not waste taxpayer money.
Additionally, one of the sources said the White House is also exploring the legal authority that President Trump could use to issue an executive order ending USAID's independence.
It is unclear whether Mr Trump has the power to issue such an order and bypass Congress .
Officials from the newly created Department of Government Effectiveness headed by billionaire and Trump adviser Elon Musk also participated in discussions and have been a regular presence at USAID headquarters in central Washington over the past week, the source added.
