Human history is made by the masses themselves and in every era, the masses have always been the main force, the basic driving force in social revolutions. Throughout historical periods, the lesson of people's strength and the role of the people have always been highlighted in the cause of building and defending the country of our nation. Therefore, our Party and President Ho Chi Minh always respect and promote the role of the masses in the revolutionary cause of the nation. The cause of building and developing our country today cannot lack the central and subjective role of the people and that is also the factor that ensures all great successes of historical significance in the renovation process.

1- Marxist philosophy has convincingly proven that the people who make human history are the masses. The masses are the basic productive force, playing an extremely important and irreplaceable role in the production of material products as well as cultural and spiritual products of all societies from the past to the present. Human history shows that in all eras, in all countries, large or small, across all continents, the masses are always the main force, the basic driving force, the "power to push the boat" and at the same time, the "power to capsize the boat" in social revolutions or movements to change the ruling regime.
In the 20th century, the victories of national liberation revolutions on continents, regaining national independence from the hands of extremely brutal imperialist and colonialist countries, were also thanks to the strength of the masses under the leadership of progressive patriotic movements and genuine political parties. The great October Revolution in Russia (1917), the August Revolution (1945) in Vietnam, the Chinese Revolution (1949) and national liberation revolutions in Africa, in Latin America,... in the 20th century are very typical examples of the strength of the masses.
The extremely valuable historical lesson drawn from the construction of socialist regimes in the world in the 20th century shows that no matter how large and elite the government's armed forces are, if they lack consensus, lack of flesh and blood ties with the people, and especially do not have the support and protection of the people, sooner or later, they will not be able to succeed as expected.
2- Creatively absorbing Marxism, drawing on the experience of many revolutions in the world, especially when considering the French Revolution and the American Revolution, President Ho Chi Minh pointed out that those were not thorough revolutions, because “workers and peasants still suffered”. Those revolutions did not liberate the oppressed and exploited classes of people, all the poor, and especially people in general. The biggest shortcoming was that, after gaining power, the ruling class of those revolutions put the vital interests of the oppressed and dominated masses in secondary place. Therefore, in the process of mobilizing and carrying out the revolution to gain independence for the nation, as well as in the early days after the revolution and throughout the two long resistance wars against colonialism and imperialism, including the largest imperialism of the time, President Ho Chi Minh always put the masses at the center of all social work. He repeatedly emphasized that it was the people who made the success of the national liberation revolution and protected the nation's historic victories.
According to President Ho Chi Minh, the most important thing in all cases, in all national affairs, is the unanimity, protection, shelter and selfless support of the vast majority of the people for the government, for the people's administration at all levels and the armed forces, which are the children of the people. Therefore, all cadres and party members must have the direct and regular responsibility to do mass mobilization work, build and consolidate the great national unity bloc. President Ho Chi Minh affirmed many times: "In the sky, nothing is more precious than the people" (1); "In society, nothing is more beautiful and glorious than serving the interests of the people" (2); "Only when the roots are strong can a tree stand / Building a tower of victory on the people's foundation" (2).
In the article "Democracy" published in the newspaper "Su That", No. 120, October 15, 1949, signed XYZ, President Ho Chi Minh wrote very concisely about the category of people as follows:
“OUR COUNTRY IS A DEMOCRATIC COUNTRY
All benefits are for the people.
All power belongs to the people.
Innovation and construction work is the people's responsibility.
The cause of resistance and nation building is the people's work.
The government from the commune to the central government is elected by the people.
Organizations from the central to the communal level are organized by the people.
In short, power and strength reside in the people”(3).
Therefore, according to President Ho Chi Minh, mass mobilization work is of special importance, because:
“Mass mobilization cannot be done by just using newspapers, books, rallies, slogans, leaflets, and directives.
First of all, we must find every way to explain to each citizen clearly: This is beneficial to them and is their duty, they must enthusiastically do it.
The second point is that in any matter, we must discuss with the people, ask for their opinions and experiences, work with the people to make practical plans for local circumstances, and then mobilize and organize the entire population to implement them" (4). Therefore, he advised: "Those in charge of mass mobilization must think, see, listen, walk, speak, and do. They must not just talk or sit and write orders. They must honestly get their hands dirty" (5).
During the resistance wars for national independence and defense of the Fatherland in the 20th century, our Party built a team of talented cadres, won over and gathered the people into a broad and strong national unity bloc; thanks to that, we defeated all the most brutal enemies, and reunited the country. The nation's revolutionary cause was successful because the most important thing was the consensus, unanimity and support of the entire masses; because, "The country takes the people as its root" (6); "all the forces of the Union and the Government are with the people" (7); "Without the people's help, the Party cannot do anything" (8). President Ho Chi Minh pointed out: "The people's strength is very great. Mass mobilization is very important. If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful" (9). That means that the Party and its members will find it very difficult or impossible to achieve their goals, and may even fail, without the people's help, without the people's protection, shelter, and support. That is why President Ho Chi Minh has repeatedly advised and strongly warned all cadres, party members, and people's armed forces: "Do not be separated from the people. Being separated from the people means being lonely. Being lonely means certain failure" (10).
Imbued with that spirit, the Third Party Congress (1960) affirmed: “The strength of the people lies in the leadership of the vanguard Party; the invincible strength of the Party lies in its close connection with the masses. Our Party has a fine tradition of connecting with the masses. All of our Party's policies and guidelines originate from the demands and aspirations of the masses, skillfully combining immediate interests with the long-term interests of the masses. In all work, our Party thoroughly understands the spirit of trust and reliance on the masses, aiming to mobilize the masses, enhance their positivity and creativity in the struggle for liberation and building a new life. Thanks to that, our Party has been wholeheartedly trusted and supported by the masses” (11).
The successive Party Congresses after the Third Congress all pointed out the role of the people in the cause of national construction and defense; accordingly, the first of the four important lessons drawn from the Sixth Party Congress (1986) - the Congress that opened the period of national renewal - was that, "in all its activities, the Party must thoroughly grasp the idea of "taking the people as the root", building and promoting the mastery of the working people" (12). By January 2016, after 30 years of implementing the renewal process, at the XII Congress, the Party concluded: "Renovation must always thoroughly grasp the viewpoint of "The people are the root", for the benefit of the people, relying on the people, promoting the role of mastery, sense of responsibility, creativity and all resources of the people; promoting the strength of great national unity" (13). In the condition that our Party is the only party in power and leading society, it is even more necessary to constantly pay attention and take utmost care of, consolidate, and create close, close ties between the Party and the people.

Today, despite the complicated and unpredictable world situation, we are still strong enough to prevent and defeat the sabotage plots of hostile forces, firmly protect the country's sovereignty and national independence, maintain order, social security and safety, and develop the economy and society. Currently, we have an increasingly high reputation in the international arena. The work of building and rectifying the Party and a clean and strong political system is being promoted.
After nearly 40 years of renovation, one of the extremely valuable lessons in the history of the nation that General Secretary Nguyen Phu Trong thoroughly grasped is that “in all work of the Party and State, we must always thoroughly grasp the viewpoint that “people are the root”; truly trust, respect and promote the people’s right to mastery, persistently implement the motto “people know, people discuss, people do, people inspect, people supervise, people enjoy”. The people are the center, the subject of the renovation, construction and protection of the Fatherland; all guidelines and policies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for. Strengthen the close relationship between the Party and the people, rely on the people to build the Party; consolidate and strengthen the people’s trust in the Party, the State and the socialist regime” (14).
Because the work of innovation and national construction is the “responsibility of the people”, there must be a really good solution to mobilize the maximum intellectual capacity, creative talent and strength of the people for the work of building and developing the country in the current extremely complex world, full of challenges and unpredictable changes. To do so, the Party and the State need to pay more attention to practicing democracy widely, considering democracy as one of the important driving forces of development; need to “practice and promote socialist democracy widely, the right to mastery and the role of the people; consolidate and enhance people's trust, and strengthen social consensus” (15). In short, we must promote and practice in a substantial way “the role of the people as the subject, the central position of the people in the national development strategy” (16); must “Promote the strength of great national unity, socialist democracy and the people's mastery... All activities of the political system, of cadres, party members, civil servants and public employees must serve the interests of the people. Harmoniously resolve interest relationships in society; protect the legitimate and legal rights and interests of the people; constantly improve and enhance the material and spiritual life of the people” (17).
The noble goal of the socialist-oriented national construction and also the specific goal of the comprehensive and synchronous renovation is to care for and protect the supreme, complete and comprehensive interests of the people towards a rich people and a strong country. Those goals can only be achieved if the people's strength is nurtured, strengthened and increasingly effective. Therefore, to best promote the central position and fundamental role of the people, the most important and truly sustainable measure is to be lenient and cultivate the people's strength. "Lengient and cultivate the people's strength" was once a national policy of building and defending the country that our ancestors practiced very effectively, typically by Hung Dao Dai Vuong Tran Quoc Tuan. Hung Dao Dai Vuong Tran Quoc Tuan once said: Lenient and cultivate the people's strength to create a plan of strong roots and strong roots, that is the strategy of defending the country. Nguyen Trai - a great cultural figure of the nation - also asked the king to take care of the people so that the whole village and hamlet would not have a single cry of sorrow. Following those predecessors, President Ho Chi Minh also strongly affirmed, "If the country is independent but the people do not enjoy happiness and freedom, then independence is meaningless" (18) and "We have won freedom and independence but if the people keep starving and freezing, then freedom and independence are meaningless" (19).
3- The above are extremely important and valuable lessons that our ancestors have learned and implemented very effectively in many periods of our country's history, especially when the nation faced the threat of invasion; highly promoted by our Party and President Ho Chi Minh in the resistance wars for national independence in the 20th century as well as through nearly 40 years of renovation. Receiving, selectively inheriting and creatively applying those lessons to the cause of national construction and development in the new period is a heavy responsibility that history has given to today's and future generations.

Trusting the people, relying on the people, mobilizing the people's strength, and at the same time focusing on nurturing the people's strength, not only in terms of material things, but also in terms of education and spiritual life are consistent requirements set forth by previous Party Congresses and the 13th Party Congress. In an era when humanity is in the midst of a scientific and technological revolution, with an outstanding speed of development, our implementation of the "top national policy" on developing education - training, science - technology is the core content to shorten the development gap between our country and the world. Good implementation of this "national policy" will strongly promote the development of high-quality human resources, meeting the requirements of the country's industrialization in a modern direction. When the people, especially the young generation, have an increasingly high basic education foundation, mobilizing the people's strength to quickly absorb the latest and most modern scientific and technological achievements will be extremely favorable. On the contrary, the lack of a basic educational foundation in the face of increasingly high demands will lead to the risk of falling further behind and it will also be very difficult for us to integrate internationally in a truly effective way; at the same time, it will also limit the ability to exploit and promote effectively the traditional values of the nation and the revolution. Because, once knowledge in all aspects is limited, people cannot perceive what is valuable, what is still valuable and what has been surpassed; what are the positive aspects in international integration that we need to draw and accept, what needs to be transformed, what must be resolutely eliminated. Based on the requirements of practice, on November 24, 2023, the 8th Central Conference of the 13th tenure issued Resolution No. 45-NQ/TW, "On continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period".
In the current conditions of the world and our country, arousing and promoting the strength of the nation, realizing the aspiration to develop a prosperous and happy country, "striving to become a developed country with a socialist orientation by the middle of the 21st century" (20) is a goal that must be achieved. To achieve that important goal, we need a truly scientific mechanism, capable of unleashing all potentials, strengths, and creativity of the entire people, especially of the scientific community; mobilizing all classes of people to participate in economic development and "Effectively and strictly managing social development, ensuring social security and human security" (21); building a national defense, people's security, people's diplomacy associated with the national defense posture, people's security posture, "the posture of the people's hearts". To do so, it is necessary to fully respect and promote the people's right to mastery and responsibility as masters, and the role of the subject, persistently implementing the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" as set forth by Party Congresses.
Both theory and practice show that, in the current and upcoming national construction and development, our Party and State as well as the entire political system must truly imbue and implement in practice the viewpoints of “people are the root”, “people are the master”, the fundamental position and mastery role, and the close relationship between the Party and the people. In all decisions and policies of the Party and State, the people must be placed in the central position and play the role of the subject. Currently, the new construction and development of our country cannot lack the subject and central role of the people, and that is also the factor that ensures all successes of our country.
