Nearly 5 months after the Politburo issued Resolution No. 57-NQ/TW on the development of science, technology, innovation and national digital transformation, on May 20, the Information System for monitoring and evaluating the implementation of Resolution 57 was officially put into operation on the Communist Party of Vietnam Electronic Information Portal through the KPI Index Set (strategy, operations).
This is a concrete step, demonstrating the determination to quickly shift from policies and resolutions to practical actions, fundamentally innovating the Party's leadership and management methods towards modernization, dataization and transparency.
Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo clearly identifies the development of science, technology, innovation and digital transformation as the main driving force for the country's rapid and sustainable development. With its profound implications, the Resolution requires the drastic and synchronous participation of the entire political system - from the central to local levels, from ministries, branches to each implementing unit.
To realize that vision, the urgent requirement is to have a comprehensive and transparent monitoring and evaluation mechanism, capable of updating data in real time, supporting in-depth analysis, thereby promptly serving the work of leadership, direction and policy management. A modern monitoring tool not only helps to monitor progress, but also enhances the capacity for early warning and flexible adjustment in the process of organizing the implementation of the Resolution.
In that context, implementing the direction of the Central Steering Committee, the Central Party Office - the Standing Body of the Steering Committee has presided over and coordinated with relevant units to research, design and put into operation the Information System for monitoring and evaluating the implementation of Resolution 57-NQ/TW (referred to as the System). This system is a key tool, connecting data and promoting drastic actions at all levels.
Promoting the implementation of the Resolution on transparency and responsibility
The system is designed on the basis of a multi-layered set of indicators, including a group of strategic indicators and a group of operational indicators, forming a unified framework to comprehensively and objectively measure the progress and results of implementing the goals and tasks of Resolution No. 57-NQ/TW. These indicators closely follow the implementation content in both breadth (comprehensive areas) and depth (level of completion of each specific task).
In particular, the system provides an intuitive and flexible dashboard, supporting leaders at all levels to have an overall and detailed view of the implementation of the Resolution. Thanks to that, agencies can quickly detect bottlenecks, assess risks, issue early warnings and promptly adjust policies or implementation measures.
The system is also a tool to promote effective, substantive and accountable implementation. When all information and data are made public, updated regularly and delegated clearly, the implementation of the Resolution will avoid the situation of formality and “beautiful but incorrect” reports.
Instead, each ministry, sector and locality must implement on schedule and according to targets, with specific evidence through data, clearly demonstrating the implementation capacity and political responsibility of each level. This is a big step forward in improving discipline, administrative discipline and public administration efficiency.
Pioneering in applying digital technology to management and operations
Not only a technical monitoring tool, the System demonstrates innovation in leadership and management methods within the Party and the pioneering role of the Central Steering Committee in applying digital transformation to the monitoring and evaluation of major programs.
From the traditional “paper report” model, which lacks updates and is difficult to monitor, through the System, for the first time, monitoring the implementation of a resolution of the Politburo is carried out on a digital data platform, updated in real time. Each ministry, branch and locality involved in the implementation of Resolution No. 57 has an account to periodically update data, report progress, reflect difficulties, problems and propose solutions directly on the platform.
Thanks to that, the System becomes a unified and seamless information channel from the Central to the local level, from the leadership agency to the implementing unit. This is a modern governance model, reflecting the spirit of Resolution 57 on promoting digital transformation in the political system, creating a premise for replication to other programs and policies of the Party in the future.
The data collected from the System also effectively serves in-depth analysis and assessment, supports policy making, strategy adjustment, and improves the quality of leadership, direction, and administration of Party committees and authorities at all levels.
To effectively operate the System requires the synchronous participation and responsibility of all agencies and units in the political system - from the Party Committees directly under the Central Committee, the Steering Committees at all levels, ministries, branches, localities to the Steering Committee's Support Team. Periodic data updates, information verification, exploitation and monitoring must be carried out seriously, in accordance with the process, avoiding overlap, ensuring consistent, accurate and complete data.
By putting the System into operation, the Central Steering Committee has demonstrated its determination to innovate working methods, modernize the Party's direction, inspection and evaluation work, contributing significantly to the substantial and sustainable success of Resolution No. 57-NQ/TW, realizing the aspiration of rapid and sustainable national development on the basis of science, innovation and digital transformation.
Ensuring efficient and synchronized operation
The Central Party Office has organized training, provided accounts, and provided instructions on how to use the System for relevant agencies and units. At the same time, to ensure effective operation and avoid overlap in data provision and exploitation, the Central Steering Committee has directed the development of regulations on management, operation, and exploitation of the System.
This Regulation is not only the legal framework for the operation of the System, but also the basis for establishing the responsibility for updating data, verifying information, and using monitoring results in a synchronous and effective manner throughout the entire political system.
