On May 21, in Hanoi , the Hai Phong City Party Committee coordinated with the Communist Magazine to organize a scientific workshop: "Building a model of Socialism associated with Socialist people in Hai Phong city in the period of 2025-2030 and the following years".

Maximize resources for development

Speaking at the workshop, Politburo member, Party Central Committee Secretary, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia stated: Since its establishment, our Party and President Ho Chi Minh have always been steadfast in the path of national independence revolution associated with socialism. Inheriting the theoretical and practical foundations of nearly 40 years of renovation, the 13th National Party Congress continued to affirm: "By the middle of the 21st century, our country will strive to become a socialist-oriented developed country". This is the aspiration, the great and noble goal of our nation.

During his visit and working session with the Hai Phong City Party Committee in November 2024, General Secretary To Lam directed Hai Phong to proactively discover new models and new factors to foster, train, and replicate in the implementation of building a socialist model associated with socialist people. Implementing the direction of the General Secretary, Hai Phong has resolutely implemented many activities to develop the Project "Building Socialism associated with Socialist people in Hai Phong City in the period of 2025 - 2030 and the following years".

The Head of the Central Propaganda and Mass Mobilization Commission said that the research and development of the Project at this time is suitable to the city's reality, in line with the development trends and requirements of the city and the country in the new situation.

In addition, comrade Nguyen Trong Nghia emphasized that Hai Phong must correctly, fully, deeply and comprehensively identify the typical values ​​associated with the history of the land, cultural history, people, natural conditions, potentials, advantages and development level of the locality. These are very important scientific and practical bases for Hai Phong in particular and localities in the country in general to determine directions, propose appropriate tasks and solutions, maximize resources for development, and successfully build socialism in the new era, the era of prosperity, civilization and prosperity.

The 9th session of the 15th National Assembly reviewed and is expected to approve the new Draft Resolution replacing Resolution No. 35/2021/QH15. The new Resolution will create the most favorable institutional conditions (a number of mechanisms and policies on investment management, state budget and finance management; planning, urban, natural resources and environmental management; science, technology and innovation management; pilot establishment of Hai Phong City Free Trade Zone; salary and income mechanisms and attraction and use of human resources and talents...) for Hai Phong City to continue to have breakthroughs in development, especially in the context of expanding potential development space after merging with Hai Duong province.

"I propose that leaders proactively propose mechanisms, policies, organizational models, implementation methods and ways to mobilize resources, focusing on exploiting internal resources in conjunction with mobilizing resources from people and businesses in implementation to realize the goals of building socialism and developing socialist people in Hai Phong city," emphasized Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia.

Resolution No. 45-NQ/TW dated January 24, 2019 of the 12th Politburo on the construction and development of Hai Phong city to 2030, with a vision to 2045, sets the following goals: By 2030: Hai Phong becomes a modern, smart, and sustainable industrial city of Southeast Asia; Vision to 2045: Hai Phong becomes a city with a high level of development among the leading cities in Asia and the world. Resolution No. 60 continues to identify Hai Phong as one of the 6 centrally-run cities.

"The Central Committee has great confidence in assigning a great responsibility to the Party Committee, government and people of Hai Phong. That is to develop not only for Hai Phong but also for the localities in the Red River Delta, for the development of the entire Northern region and the whole country," Comrade Nguyen Trong Nghia emphasized.

At the workshop, delegates made specific proposals and models to successfully build socialism and socialist people in Hai Phong in the new context, focusing on aspects such as: Institutions, policies; national and local governance in the digital age; human resource and staff development; science and technology; improving the quality of life and people's health; building a cultural life and socialist people of Hai Phong; promoting the role of the elderly in society...

Many opinions suggest the need to innovate state management thinking, improve the administrative capacity of local governments; towards building a creative, friendly, transparent government that serves the people.

Concluding the workshop, Hai Phong City Party Secretary Le Tien Chau said that Hai Phong City Party Committee and Communist Magazine will absorb the opinions of leaders, experts, scientists... to continue perfecting the Project, organizing to collect opinions widely among the city's people, discussing in Party congresses at all levels before submitting to the 17th City Party Congress, term 2025-2030.

"The workshop reached a high level of consensus on common perceptions of socialism and socialist people; clarified the theoretical and practical basis of socialism and the path to socialism in Vietnam; the theoretical and practical basis of the Vietnamese socialist model in general and the socialist model associated with socialist people in Hai Phong city in new conditions; affirmed the correctness, inevitability and creativity in choosing the path to socialism of our Party and people", the Secretary of the Hai Phong City Party Committee affirmed.

Opinions at the Workshop highlighted President Ho Chi Minh’s thesis that: “To build socialism, there must be socialist people”, deeply analyzing and evaluating the decisive role of the human factor in the new development model. Socialist people must be educated and trained comprehensively in terms of morality, ideology, intelligence, and physical strength. Many opinions emphasized the need to closely link economic development with cultural and educational development, building new people in terms of morality, lifestyle, and political mettle; at the same time, arousing the aspirations of the entire nation to rise up. These are important premises for the formation of socialist people.

"We agree on the common view that people are both the subject and the goal, the driving force and the decisive force for the success of the cause of building socialism," said Mr. Le Tien Chau.

According to the Secretary of the Hai Phong City Party Committee, the scientific and practical arguments clarified through the workshop helped to better understand that: The Socialist Model is not a rigid template, nor a general slogan, but a system of values ​​and solutions to organize economic - social - human life suitable to the reality of Vietnam in general and Hai Phong city in particular.
