On May 20 (local time), in Washington DC, Lieutenant General Pham The Tung, Deputy Minister of Public Security, had working sessions with the US National Security Council (NSC), the US-ASEAN Business Council (USABC) and Lockheed Martin Corporation, to promote cooperation between the two countries in a practical, effective and appropriate manner in line with the Vietnam-US Comprehensive Strategic Partnership.

At a working session with Mr. Ivan Kanapathy, Senior Director for Asia, US National Security Council, Deputy Minister Pham The Tung assessed that the Vietnam-US bilateral relationship has developed remarkably after three decades of normalization of relations with the two countries upgrading their relationship to Comprehensive Strategic Partnership in 2023, in line with the common interests as well as efforts to heal, build trust and enhance cooperation of both sides.
In particular, the cooperation on security and law enforcement between the two countries in recent times has been a bright spot in the overall bilateral relationship, helping to quickly and effectively convey policies, viewpoints, and important messages between the two countries' senior leaders, contributing to bringing practical benefits to the people of the two countries.
Discussing a number of bilateral issues, Deputy Minister Pham The Tung suggested that the US National Security Council continue to play its role in strengthening trust and promoting common concerns and interests between the two countries, especially through supporting the organization of high-level visits such as the official visit to Vietnam by President Donald Trump in 2025, and the visit to the United States by General Secretary To Lam andPresident Luong Cuong in the third quarter of 2025.
Regarding trade cooperation, Deputy Minister Pham The Tung suggested that the National Security Council consult with US leaders to have a comprehensive, strategic and fair approach in bilateral economic relations. Vietnam affirmed its goodwill in building a balanced and sustainable trade relationship, emphasizing that Vietnamese goods do not compete directly with US domestic goods; the relationship between Vietnam and the US must be based on social and national security relations, not just economic aspects. The Ministry of Public Security suggested that the US soon recognize Vietnam as a market economy and remove restrictions on access to high technology.
Regarding cooperation in the field of security and order, Deputy Minister Pham The Tung proposed to enhance substantive cooperation between the Ministry of Public Security and the US National Security Council through a strategic dialogue mechanism, focusing on contents such as cyber security, counter-terrorism, transnational crime prevention and human trafficking. The Ministry of Public Security wishes to access advanced security technology from the United States and promote the transfer of dual-use technology.
Regarding the issue of accepting citizens back, Vietnam reaffirmed its goodwill and spirit of cooperation, and suggested that the two sides continue to coordinate effectively to ensure the legitimate rights and interests of citizens. Deputy Minister Pham The Tung affirmed that the cooperative relationship between the Ministry of Public Security and US security partners, including the National Security Council, will continue to develop strongly, realizing high-level commitments within the framework of the Comprehensive Strategic Partnership for peace, stability and sustainable development of the two countries.
Mr. Ivan Kanapathy highly appreciated the results of cooperation on security and order between the two sides in recent times, and affirmed that cooperation on security and order continues to be a priority in the relationship with Vietnam of the Donald Trump administration. Hopefully, in the coming time, the two sides will regularly organize high-level contacts, promptly share information to discuss and study appropriate solutions; The US National Security Council agrees with the cooperation priorities mentioned by Deputy Minister Pham The Tung and hopes that the two sides need to cooperate more closely to match the comprehensive strategic partnership between the two countries.

Deputy Minister Pham The Tung highly appreciated the role of USABC in connecting the US government, the business community and ASEAN countries, including Vietnam; at the same time, he affirmed that Vietnam is committed to creating a transparent and safe investment environment for US businesses, through perfecting the law, reforming administration, enhancing data protection and preventing legal risks.
Deputy Minister Pham The Tung said that the Ministry of Public Security needs to strengthen cooperation with US businesses in the security industry and modernize the Public Security Forces to meet work requirements in the new situation; he asked USABC and the US business community to share Vietnam's viewpoint in negotiating the most balanced bilateral trade policy, contributing to promoting the overall development of the Vietnam-US relationship in a practical, sustainable and mutually beneficial manner.

Also on May 20, Deputy Minister Pham The Tung received Mr. Jeff White, Vice President of Strategy and Business Development, Lockheed Martin Corporation. The two sides discussed cooperation in the past and future directions; agreed to quickly complete procedures to purchase 2 helicopters from Lockheed Martin Corporation.
At the end of the working session, Deputy Minister Pham The Tung and leaders of Lockheed Martin Group signed and exchanged the Minutes confirming the purchase of 2 helicopters and assigned the relevant agencies to carry out the next tasks.
