New mission
According to provincial guidelines, the trial operation included: organizing the first meeting of the Party Committee at the commune level (announcing relevant decisions, approving the working regulations of the Party Committee), the first session of the People's Council at the commune level, the first meeting of the Vietnam Fatherland Front Committee, the first meeting of the People's Committee at the commune level, and the trial operation of the commune-level Public Administrative Service Center. Reporters from An Giang Newspaper observed that the working atmosphere at the new administrative unit was serious. Officials were present in full force, ready to handle administrative procedures for the people. Authorities at all levels also intensified communication efforts to ensure people understood the new model and felt confident in contacting the center for their affairs.
Many leaders in Chau Doc, Tan Chau, Tinh Bien, Chau Phu, Phu Tan, Chau Thanh, etc., affirmed that this is a historic step, requiring the determination of the political system and the consensus of the people. This trial is an opportunity to refine the model according to local realities. Implementing the two-tiered government model is not only an organizational innovation but also reflects modern management thinking – oriented towards the people and for the people.

The Chairwoman of the An Giang Provincial Women's Union and Head of the Long Kien Commune Preparatory Committee, Phan Thi Diem, stated: “Although it is a trial run, we are working diligently to familiarize departmental staff with the new procedures, ensuring smooth operation and timely resolution of any issues. We will learn from experience and ensure efficiency when the new model officially comes into operation. This is a significant political milestone. The commune's Party Committee and government are ready to operate a two-tiered government system, meticulously preparing for the operation of the Public Administrative Service Center and the online meeting room connecting the commune to the province; receiving citizen requests and resolving administrative procedures…”
On her first day in her new role, Ms. Le Thi Kim Sa, Vice Chairwoman of the People's Committee of Nhon Hung Ward (expected to work at the Thoi Son Ward Public Administrative Service Center after reorganization), shared: “I feel excited about the working conditions in my new position. In terms of facilities, we are fully equipped to perform our assigned tasks well. Regarding the work spirit, everyone feels comfortable and doesn't experience much pressure, as we have prepared psychologically. Regardless of the position, we are determined to strive to dedicate ourselves fully and complete the assigned tasks.”
New belief
To ensure a smooth trial operation day, Thoai Son district has implemented meticulous preparations. First, preparatory committees have been established in each new commune, comprising key leaders and experienced staff. In addition, attention has been paid to infrastructure and facilities. Temporary or permanent offices have been arranged and fully equipped with computers, internet access, and necessary office equipment. “The network system, document management software, and online public service portal have also been thoroughly checked to ensure stable operation. Regarding personnel, officials and civil servants from previous units have been reviewed, reassigned, and assigned to suitable positions, avoiding overlaps or omissions in work. The new communes have drafted working regulations, disseminated administrative procedure procedures to citizens and businesses, and prepared contingency plans for potential situations,” said Thai Minh Hien, Head of the Phu Hoa Commune Preparatory Committee.

Thanks to this thorough preparation, the trial operation day went according to plan, allowing localities to promptly resolve any arising issues before officially going into stable operation from July 1st, aiming to serve the people more quickly and efficiently. In An Phu, during the trial operation of the new Khanh Binh Commune Public Administrative Service Center, staff worked diligently, and the equipment and transmission lines ensured stable and smooth operation. More than 10 citizens came to handle procedures such as birth registration, civil registration, land registration, etc. Ms. Paty Ma (Binh Di hamlet, Khanh Binh commune), who came to register her father's death, said: "Today is Sunday, but the staff were very enthusiastic in assisting people with administrative procedures. I completed everything very quickly and smoothly."
The people of the province are closely monitoring the process of merging and reorganizing administrative units at all levels, as this process will directly or indirectly affect their lives. Mr. Le Tien Phuong (a small business owner at Tan Chau ward market) said: “A two-tiered government system is the right policy. With the removal of the district level, I find that work is faster and saves travel time. I wholeheartedly welcome it.”
New expectations
According to Mai Thi The, Head of the Preparatory Committee of O Lam Commune, in the coming time, with the expanded area and larger population, the tasks facing the People's Council, People's Committee, and various departments and organizations of O Lam Commune are extremely challenging. Therefore, it requires the Standing Committee of the People's Council and People's Committee; departments, organizations; and each People's Council representative to continue building on the results of the session, proactively develop work programs and plans; effectively carry out assigned tasks; constantly innovate and improve the quality of activities, truly being an agency of the people, by the people, and for the people. In addition, each representative must strengthen close ties with constituents, listen to the opinions and suggestions of the people, and promptly report them to the competent authorities; contributing to consolidating the people's trust in the local government apparatus.

Monitoring the trial operation process in Long Xuyen ward, Mr. Ho Van Mung, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang province, requested that relevant agencies and units coordinate closely and promptly resolve difficulties and obstacles during this process to ensure the achievement of the set objectives. He expressed confidence that with thorough preparation, a high sense of responsibility, and close coordination between all levels and sectors, Long Xuyen ward in particular and other wards and communes in the province in general will successfully complete the trial operation.
“This is an extremely important event, not only for the province, but also contributing to the overall preparation of the whole country, ready for the official operation on July 1st. The implementation of the two-tiered local government model is a major policy of the Party and the State, aiming to realize the goal of a streamlined, effective, efficient, people-friendly, and better-serving administration. This important foundation allows us to continue building a modern, professional administration, truly a government that fosters and serves the people. The new reality demands that we constantly innovate, create, and apply information technology to management and operation. Most importantly, we must always put the interests of the people and businesses first,” emphasized Chairman of the People's Committee of An Giang Province, Ho Van Mung.
The Department of Internal Affairs has just announced the working locations of the People's Council and People's Committee offices, public administrative service centers, police stations, and military command boards of 54 newly established communes and wards. At the same time, it informed citizens that they can contact the Public Administrative Service Center of their commune or ward to handle administrative procedures according to the instructions. Following trial runs and lessons learned, the entire province is continuing to meticulously prepare for the ceremony to announce the Resolution of the Standing Committee of the National Assembly on the rearrangement of commune-level administrative units in An Giang province; and the Decision on the establishment of Party Committees at the commune and ward levels in An Giang province. Specifically, 54 communes and wards will simultaneously hold ceremonies on the morning of June 25th (at the time slots of 7-9 am and 9:30-11:30 am). The Standing Committees of the District, Town, and City Party Committees should direct the People's Committees at the district level to develop organizational plans, assign leaders to announce decisions, invite delegates to attend; direct the ensuring of logistics, medical services, protocol, security and order… at the ceremony; notify agencies, units, schools, hospitals, businesses, and households to display Party flags and national flags before and on June 25th; organize propaganda, cultural, artistic, and sports activities to create a vibrant atmosphere to welcome this important event.” |
