On April 18 (local time), within the framework of an official friendship visit to Venezuela, Deputy Prime Minister Tran Luu Quang participated in talks with Venezuelan government leaders chaired by Venezuelan President Nicolás Maduro Moros.
Also attending on the Venezuelan side were Permanent Vice President Delcy Rodríguez, First Lady Cecilia Flores, Foreign Minister Yván Gil Pinto, Minister of the Presidential Office Jorge Márquez, and Minister of Petroleum and President of the Venezuelan National Oil Corporation Pedro Tellechea.
On the Vietnamese side, there were Minister of Construction Nguyen Thanh Nghi, Chairman of Hai Phong City People's Committee Nguyen Van Tung, Deputy Minister of Foreign Affairs Ha Kim Ngoc, Deputy Minister of Public Security Le Van Tuyen, and Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep.
President Maduro welcomed Deputy Prime Minister Tran Luu Quang to visit Venezuela; expressed his impression of Vietnam's development achievements in all aspects in recent years, becoming a model for many countries in the world, including Venezuela.
President Maduro believes that the Deputy Prime Minister's visit will open a new phase of cooperation between the two countries in the context of the 35th anniversary of the establishment of diplomatic relations (1989-2024).
Recalling his good impressions of his visit to Vietnam in 2015, President Maduro conveyed his regards to General Secretary Nguyen Phu Trong and senior Vietnamese leaders, affirming his determination to continue the legacy of Commander Hugo Chavez in promoting relations with Vietnam.
Deputy Prime Minister Tran Luu Quang expressed his joy at visiting Venezuela for the first time and thanked President Maduro and Vice President Delcy Rodriguez for their warm and friendly welcome.
The Deputy Prime Minister conveyed the regards of senior Vietnamese leaders and respectfully invited the President and Vice President of Venezuela to soon pay an official visit to Vietnam.
Congratulating Venezuela on its many important achievements in socio-economic recovery after the COVID-19 pandemic, stabilizing social order, and improving people's lives, Deputy Prime Minister Tran Luu Quang expressed his belief that Venezuela, under the leadership of the United Socialist Party of Venezuela (PSUV) and President Maduro, will continue to gain many victories in the cause of national development and enhance its position in the international arena.
Affirming that Vietnam always considers Venezuela one of its traditional friends and important partners in the Latin American region, the Deputy Prime Minister expressed his wish to promote the relationship between the two countries to become more substantive and effective, serving the development cause of each country.
The Deputy Prime Minister shared the results achieved during the reception of Venezuelan ministers as well as bilateral meetings between ministries, sectors, localities and businesses of the two countries on this occasion; suggested that the two sides increase the exchange of high-level delegations, consolidate the activities of established cooperation and dialogue mechanisms, and promote economic-trade and investment relations to develop commensurate with the good political relations and potential of each side.
Appreciating the results achieved during the visit, President Maduro affirmed that he will direct and urge Venezuelan ministries, branches and localities to soon negotiate cooperation documents and implement specific projects with Vietnam; committed that the Government will create maximum conditions for Vietnamese enterprises to do business and invest in Venezuela.
The two sides agreed to actively prepare for upcoming visits by senior leaders of the two countries, soon convene the 4th Session of the Intergovernmental Committee, and regularly and flexibly implement the political consultation mechanism between the two Foreign Ministries, share viewpoints and closely coordinate at international organizations and multilateral forums.
The two sides agreed to promote bilateral economic, trade and investment relations through increasing the exchange of business delegations and appropriate promotion and connection activities, taking advantage of existing cooperation mechanisms to review outstanding problems and improve the effectiveness of economic cooperation between the two countries.
The two Governments will work together with businesses to encourage and facilitate bilateral cooperation and investment projects, especially in the fields of oil and gas, agriculture, telecommunications and construction.
The two sides also exchanged views on international and regional issues of mutual concern, sharing views on resolving disagreements by peaceful means on the basis of respect for international law and the United Nations Charter.
* Immediately after the meeting, President Nicolás Maduro and Deputy Prime Minister Tran Luu Quang witnessed the signing ceremony of five cooperation documents including the Action Plan for implementing agricultural development cooperation between the two countries' Ministries of Agriculture for the period 2024-2030, Memorandums of Understanding and Letters of Intent on cooperation between businesses of the two countries in the fields of oil and gas, petrochemical refining, telecommunications and construction materials production.
Earlier, on the morning of April 18 (local time), Deputy Prime Minister Tran Luu Quang received a number of Venezuelan Government Ministers, including Vice President and Minister of Interior, Justice and Peace Remigio Ceballos; Minister-Chief of the Presidential Office and Chairman of the Venezuela-Vietnam Intergovernmental Commission Jorge Márquez; Minister of Foreign Affairs Yván Gil Pinto; Minister of Environment and Housing Ildemaro Villarroel; Minister of Petroleum Pedro Tellechea and a number of leaders of ministries and sectors.
On the same morning, Deputy Prime Minister Tran Luu Quang and the Government delegation laid a wreath at the Panteón National Shrine in the capital Caracas.
The Panteón was inaugurated on October 28, 1875, and houses the remains of Venezuela's most famous historical figures. On this same day, the remains of Liberator and National Hero Simón Bolívar were placed in the Panteón to honor his contributions to the liberation of the country.
The Panteón was declared a National Monument on July 25, 2002. In 2010, the Panteón was restored and expanded, with the construction of a mausoleum in honor of Liberator and National Hero Simón Bolívar, and inaugurated in 2013.
Venezuela's current constitution requires that the remains of a historical figure be placed in the Pantheon at least 25 years after his death. This decision is made upon the recommendation of the President, two-thirds of state governors, or all the rectors of national universities.
Today, every year on July 5, the President lays a wreath at the Shrine to commemorate the signing of the Declaration of Independence, honoring those who sacrificed their lives for the liberation and restoration of the country.
The Panteón is where Venezuela organizes high-ranking foreign delegations to offer flowers, show respect and reverence, and commemorate Liberator Simón Bolívar and national heroes.
Earlier, on the afternoon of April 17 (local time), Deputy Prime Minister Tran Luu Quang laid flowers at the Memorial of Commander Hugo Chavez (El Cuartel de la Montana 4F), in Libertador District, Caracas.
The memorial was built from 1904-1906 and has been the headquarters of the Military History Museum since 1981.
In 2002, it was named El Cuartel de la Montana 4F to commemorate the 10th anniversary of the uprising of Commander Hugo Chavez./.
