Expressing his sincere thanks to the National Assembly delegates for their many thoughtful, profound and responsible opinions, Permanent Deputy Prime Minister Nguyen Hoa Binh said he would listen to and accept their opinions and explain further issues. In particular, the socio-economic situation has been more positive, with GDP in the second quarter likely to reach 7.6% over the same period last year, among the highest growth rates in the region and the world.

However, the Deputy Prime Minister acknowledged that the growth target of 8% or more in 2025 is a huge challenge. In the coming time, the Government will focus on directing all levels, sectors and localities to be more determined, make greater efforts and take more drastic actions to promote growth to achieve the set target, while maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy.

According to the Deputy Prime Minister, from July 1, the two-level local government will officially operate. To implement the above, in the first 6 months of the year, the Government's Steering Committee for the arrangement of administrative units at all levels and the organization of two-level local governments has oriented the arrangement and reorganization of boundaries, administrative centers, and public service units in localities.

Accordingly, the Government has directed the implementation of decentralization, delegation of authority, and specific instructions on organizational structure, payroll, job positions, and procedures for arranging cadres, civil servants, and public employees to ensure compliance with regulations, while stabilizing the psychology and creating motivation for the staff after the merger.

To promptly remove obstacles and quickly stabilize the organization and operation of the two-level local government apparatus, from July 1, the Government directed to continue reviewing the system of legal documents, especially in priority and urgent areas.

At the same time, focus on managing the total payroll assigned in 2025, streamlining payroll in conjunction with restructuring the staff, civil servants, and public employees. Well resolve the regime and policies for staff, civil servants, public employees, workers, and armed forces when implementing organizational restructuring.

Focus on arranging and organizing the headquarters, facilities and working conditions of new provincial and communal agencies; review and effectively handle public assets and redundant headquarters after the arrangement and merger. Decide on the timely appointment of the Chairman and Vice Chairman of the People's Committee of new provinces and cities.
