On the afternoon of October 13, at a press conference to inform about the results of the 1st Government Party Congress, term 2025-2030, Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh , Head of the Congress Propaganda Subcommittee, said that the Congress was held solemnly and seriously, with a joyful and exciting atmosphere, spreading inspiration and many positive impacts.

“The Congress is truly an important political activity that opens a new era, increasing people's confidence in the Party's leadership and the Government's efforts.”

Many marks

Talking about the biggest mark of the Congress, the Deputy Prime Minister shared that we have been very successful, excellently completing all targets and tasks of the term, from Party building to socio -economic development, ensuring national defense and security, strengthening the construction of two-level government, developing science and technology, digital transformation, innovation, and participating in the documents of the 14th National Party Congress. All of these are breakthroughs and outstanding marks of the whole term.

The Deputy Prime Minister's sharing shows that in extremely difficult conditions, with unprecedented pandemics, terrible devastation, unusual extreme natural disasters, and unpredictable world instability, we still grow and stabilize the macro economy. This is the most outstanding and special achievement of the term.

The second breakthrough is that we have succeeded in protecting the people, saving the people, serving the people and improving the material and spiritual life of the people.

During the COVID-19 pandemic, we have kept our people safe. Although Vietnam is not a country that can produce a COVID-19 vaccine, we have vaccinated our entire population for free and ranked 5th in the world.

Thanks to vaccination and other efforts, we have reduced the human loss in the pandemic to only 1/3 of the world (0.37%, while the world average is 1-2%). This is a huge feat.

We have been very successful in rescuing people from storms, floods, and extreme natural disasters; completing hunger eradication, poverty reduction, reducing the rate of poor households, eliminating leaky and temporary houses. The world highly appreciates this miracle. We have spent a huge amount of budget, more than 1.1 million billion VND on social security, equal to 17% of budget expenditure. Raising per capita income from more than 3,000 USD to 5,000 USD.

The third breakthrough highly appreciated by the Congress was the revolution in organization, reorganization of the country, and building of a two-level local government - a common success of the entire Party and the entire political system.

“This revolution is a preparation step for us to enter a new era with a streamlined apparatus, with new development space, with a selected team. In this revolution, the Government and the Government Party Committee have made very large, very important, and extremely hard-working contributions.”

Deputy Prime Minister Nguyen Hoa Binh shared: "Many ministries and branches, while we are in such an urgent situation, have had many sleepless nights to complete on time the requirements of the Party and the Politburo." This is an important step in preparation for the new era.

Another thing that the Deputy Prime Minister said was impressive was that on the basis of successes in Party building, socio-economic development, ensuring national defense and security, and strengthening diplomacy, we have many indicators that are recognized and highly appreciated by the world.

The figures have been evaluated by the world as the economic scale has increased from 37th to 32nd, from 346 billion USD to 510 billion USD, ranking 32nd in the world and 4th in ASEAN. The happiness index has increased 37 places, from 83rd at the beginning of the term to 46th at the end of the term. The human development index has increased 22 places.

The Global Innovation Index ranks 44/139 countries, 3rd in ASEAN. The AI ​​application index ranks 6/40 ranked countries. Our trade scale is among the top 20 economies in the world, with more than 850 billion USD in annual imports and exports.

In terms of gender equality, our country ranks 72/146 countries, up 15 places compared to the beginning of the term. The business environment is rated by international ranking organizations as 59/176 economies and the trend of economic freedom is gradually improving.

In terms of vocational training quality, it increased by 8 ranks, second only to Singapore in ASEAN. In terms of e-Government, it ranked 50th out of nearly 200 countries.

Those successes are the result of the leadership of the Party, of the entire political system and also the efforts of ministries, branches, the Government, the Government Party Committee and the administration.

Another highlight of the Congress mentioned by Deputy Prime Minister Nguyen Hoa Binh is that the Congress passed a resolution, which identified a clear and coherent direction and a very strong aspirational goal: an average GDP growth rate of 10% per year or more; GDP per capita by 2030 reaching about 8,500 USD.

Emphasizing that this is a huge challenge for the Government in the coming term, "the targets are very ambitious," the tasks and solutions are very comprehensive and clear, the Deputy Prime Minister said that looking at the action program, we can clearly see the path we must take, the tasks we must do, and we can imagine that at the end of the term, when celebrating the 100th anniversary of the Party's founding, our country will have the appearance, position and stature of a modern industrialized country with high average income and growth as above.

Building a team that is both red and professional

According to Deputy Prime Minister Nguyen Hoa Binh, the Congress also seriously pointed out the shortcomings, limitations and challenges that we have to face. In his speech, General Secretary To Lam also pointed out these shortcomings and limitations. These are things that must be done effectively and must be overcome at all costs.

“We are facing many challenges that have been going on for many years, which people have been waiting for, such as flooding in urban areas, environmental pollution, traffic congestion, salinity, and in fact, in recent days, the issue of dykes in the North has been raised. This is also something that the General Secretary mentioned in his speech and must be resolved during his term,” stating this, the Deputy Prime Minister believes that when we see the problem and have solutions and determination, there will be solutions and solutions.

According to the Deputy Prime Minister, entering the new era, we set a very high target of high growth, high income, and many projects to do. Preparations have been very complete. The Resolution of the Government Party Congress also closely followed the spirit of the draft documents of the 14th National Party Congress.

Breakthrough solutions, new thinking, new policies, new working styles have also been mentioned. The baggage we bring into the next term is a very high determination, a desire for development, a new mindset from legal thinking, capital mobilization thinking, and breakthrough thinking is very clear. A series of tasks that, if implemented, will certainly make the term successful.

Referring to the General Secretary's note that we must focus on the organization and people, the Deputy Prime Minister said that the Government Party Committee must build a team that is both red, specialized, professional, dedicated, and daring to think and do, courageous, and responsible; believing that if we prepare the team well, we will succeed, and preparing this team is the responsibility of each Party organization and each Ministry to select and evaluate.

The Deputy Prime Minister also reiterated the General Secretary's advice: The policy and guidelines are good, the determination is great, the thinking is innovative, the working methods are clear, the remaining issue is how to organize the apparatus well.

“The Congress was a great success in the hall, but the Congress resolution will truly be successful five years later, when we take stock of what has been done, turn the Congress resolution into reality in life, into economic growth, into a prosperous and happy life for the people, then we will truly be successful in this Congress,” the Deputy Prime Minister emphasized./.
