Prime Minister Pham Minh Chinh signed Official Dispatch No. 234/CD-TTg dated November 30, 2025 on launching and implementing the "Quang Trung Campaign" to rapidly rebuild and repair houses for families whose houses were damaged by recent natural disasters in the Central provinces.
Telegrams sent to Provincial Party Secretaries and Chairmen of People's Committees of the following provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang , Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong; Ministers, Heads of ministerial-level agencies, and Government agencies.
The dispatch stated that in late October and November, in localities from Ha Tinh to Lam Dong, there were consecutive natural disasters, "floods on floods, storms on storms," landslides, historic floods, causing huge losses in human lives, property, housing, seriously affecting people's lives.
According to a report compiled by the Ministry of Agriculture and Environment, the historic floods from November 16 to 22 in Dak Lak, Khanh Hoa, Gia Lai and Lam Dong provinces alone caused 963 houses to collapse completely, 3,390 houses to be damaged, with total estimated economic damage of over 16,000 billion VND.
Mobilize all forces to rapidly rebuild and repair collapsed, washed away, and damaged houses.
Pursuant to the direction of General Secretary To Lam, of the Politburo in Notice No. 99-TB/TW dated November 21, 2025, of the Secretariat in Document No. 213-KL/TW dated November 21, 2025, Resolution 380/NQ-CP dated November 25, 2025 of the Government and the direction of the Prime Minister dated November 29, 2025 in Dak Lak on solutions to overcome the consequences of natural disasters and restore production in localities in the Central region; In order to urgently rebuild and repair houses for families whose houses were damaged in the recent natural disasters, ensuring that all people have houses, worship their ancestors, and celebrate the Lunar New Year and the New Year 2026, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities from Ha Tinh to Lam Dong, focusing on the provinces of Dak Lak, Khanh Hoa, Gia Lai and Lam Dong, to organize the development of specific plans, launch and immediately implement the "Quang Trung Campaign" on December 1, 2025 to mobilize all forces and quickly rebuild and repair houses for families whose houses collapsed, washed away, or were damaged in the recent historic storms and floods in the Central region.
Mobilize the army, police, youth, women, veterans, agencies, organizations, businesses and the entire political system to support house repairs for families with severely damaged houses, to be completed no later than December 31, 2025; rebuild houses and resettle all families whose houses have collapsed, washed away no later than January 31, 2026.
Promoting the spirit of self-reliance and self-improvement of localities and people, proactively arranging and using effectively and for the right purposes all resources from the state budget, funds, aid, sponsorship, support and donations from agencies, organizations and individuals; at the same time, coordinating with the Vietnam Fatherland Front to continue to call for, mobilize and promote "national love and compatriotism" of the business community and philanthropists according to the motto "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has little helps little, whoever has a lot helps a lot, whoever is wherever they are" to focus on rebuilding and repairing houses, supporting damaged families to soon stabilize their lives.
Report on the specific implementation plan and the need for support from the central budget (if any) to build and repair houses damaged by the flood from November 16-22, 2025, to the Government Office and the Ministry of Finance before December 3, 2025 for synthesis and reporting to the Prime Minister.
At the same time, report to the Prime Minister (through the Government Office, Ministry of Finance, Ministry of Agriculture and Environment) the number of households affected by the recent storm and flood, except for households that have received support to rebuild houses and repair severely damaged houses before December 3, 2025.
The Chairman of the Provincial People's Committee is fully responsible to the Prime Minister for the truthfulness, accuracy and completeness of information and data reported on damages and proposed recommendations; at the same time, use resources effectively, for the right purposes, objects and scope, and combat waste and negativity.
The Minister of National Defense and the Minister of Public Security directed their subordinate units to mobilize maximum forces and continue to play a core role in supporting local human resources for localities to build new and repair houses for people.
The Minister of Construction directed the Department of Construction of localities and relevant agencies to urgently research and advise the Provincial People's Committee to propose a number of model house designs according to the customs, practices and cultural traditions of indigenous people so that people can proactively choose a model that is suitable for the ability to mobilize resources and prevent natural disasters.
Land arrangement for resettlement areas
The Minister of Agriculture and Environment guides localities to arrange land for resettlement areas, if land must be arranged to relocate households out of landslide, flood-swept, and dangerous areas, to be completed before December 5, 2025.
The Minister of Finance shall preside over and coordinate with relevant ministries and branches to review and synthesize proposals for support plans from the central budget for the provinces of Dak Lak, Gia Lai, Khanh Hoa and Lam Dong to build and repair houses for affected households, to be completed before December 5, 2025./.
