Why is the 460 billion VND tourism project, after 13 years, progress only reaching over 5%?

On May 10, the Office of the Ninh Thuan Provincial People's Committee announced that Vice Chairman of the Ninh Thuan Provincial People's Committee Trinh Minh Hoang had just signed a document requesting the Ninh Hai District People's Committee and relevant departments to urgently review and handle the responsibilities of the collective and individuals who caused errors in the consulting work to implement the Hon Do high-end eco-tourism resort project (referred to as the Hon Do Tourism Project).

According to the conclusion of the Ninh Thuan Provincial Inspectorate, the Hon Do Tourism Project was granted an investment certificate by the Ninh Thuan Provincial People's Committee in 2011 to Hon Do Company, with a total area of over 33 hectares located in the coastal area of Thanh Hai Commune (Ninh Hai District); expected to be completed by the end of 2015.

The project includes the following items: Luxury resort; restaurant; spa; swimming pool; observation deck; traditional craft village... and infrastructure works serving the project, with a total investment of nearly 460 billion VND.

In 2017, the project was allowed by the People's Committee of Ninh Thuan province to adjust the first investment certificate, the investor committed to completing the project by the end of 2020. However, up to now, this project is still unfinished, after more than 13 years of implementation, the progress has only completed more than 5% of the total project.

Ninh Thuan Provincial Inspectorate concluded that the project was behind schedule in land use, the overall status of the project did not show the registered construction scale... One of the main reasons for the delay was that the investor lacked financial capacity and did not have the capacity to mobilize capital.
