Why are the Provincial Police Director and District Police Chief not local people?

The results in ensuring security and order; fighting against corruption and negativity; innovating and streamlining the apparatus, making it operate effectively and efficiently... in each locality are vivid evidence in the work of arranging and rotating cadres associated with the implementation of the policy of arranging provincial-level Police Directors and District-level Police Chiefs who are not local people in the People's Public Security force.

Thoroughly grasping and seriously implementing the Resolution of the 13th National Party Congress on building the cadre team and Regulation No. 65-QD/TW, dated April 28, 2022 of the Politburo on rotation of cadres; the rotation of cadres and leadership in the People's Public Security (PPP) has achieved many important results. To clarify the outstanding results of the PPP in this work, Lieutenant General To An Xo, Spokesperson of the Ministry of Public Security, had an exchange with the press on this issue.

Reporter (PV): Could you please tell us about the results of the rotation of cadres in the Public Security sector since the beginning of the 13th National Congress of the Party?

Lieutenant General To An Xo: Thoroughly grasping and seriously implementing the Resolution of the 13th National Party Congress on building the cadre team and Regulation No. 65-QD/TW, dated April 28, 2022 of the Politburo on rotation of cadres; the work of rotating cadres and command leaders in the People's Public Security has achieved many important results, notably:

Strictly implemented regulations of the Party, State, and Ministry of Public Security on personnel work in general and personnel rotation in particular.

This work is carried out systematically, regularly, and proactively in all units, areas, and fields of work, from the Ministry to the local police and vice versa. Up to now, most of the heads of the professional units under the Ministry have worked in the locality (except for some special units); over 95% of the provincial police have at least 01 leader transferred from the Ministry.

Through the rotation of cadres, it has contributed to building a group of cadres, leaders and commanders at all levels of the Public Security who have been trained and matured through many working environments, especially practical combat work at the grassroots level, improving their mettle, qualities and working capacity to meet the increasingly high requirements of the task of protecting national security, ensuring social order and safety and building the Public Security force in the new situation.

100% of District Police Chiefs are not local people

PV: In addition to the above results, how has the recent rotation of cadres been closely combined with the implementation of the policy of arranging for heads of provincial and municipal police to not be local people, and what specific results have been achieved so far?

Lieutenant General To An Xo: The rotation work associated with the arrangement of Provincial Police Directors and District Police Chiefs who are not local people has been directed and implemented by the Party Committee of the Central Public Security and the leadership of the Ministry of Public Security for many previous terms and has achieved important and outstanding results, receiving the approval, support and high appreciation from local Party Committees and authorities; through the Party Congresses at the provincial and district levels, the Provincial Police Directors and District Police Chiefs who were eligible for re-election or were introduced to the local Party Committee for the first time were elected with a high percentage of votes, in which many comrades were trusted to be introduced to run for election and were elected to hold key positions and titles of the local government; a number of leaders with outstanding capacity, qualifications and excellence in all aspects were elected to the Central Executive Committee.

Up to now, the Ministry of Public Security has arranged 97% of provincial-level Police Directors and 100% of district-level Police Chiefs to be non-locals; in addition, combined with the implementation of building regular commune and town police, it has expanded the scope to arrange over 90% of commune-level Police Chiefs to be non-locals, making an important contribution to building a contingent of police officers at all levels with sufficient qualities, capacity and prestige, equal to the task.

Reporter: How has this policy brought about positive impacts in management, leadership, and work operations as well as results in implementing political tasks and changes in security and order in the localities where transferred cadres have worked, comrade?

Lieutenant General To An Xo: Promoting the tradition of the People's Public Security force, the rotating staff and comrades who are Provincial Police Directors and District Police Chiefs who are not local people have always upheld the spirit of responsibility and set an example in all aspects of the unit's work; the leadership, command and operation of the unit have had many positive innovations, breaking the closed, localized atmosphere, replacing it with an open, democratic and united atmosphere; enthusiastically competing to achieve many achievements in ensuring security and order and building the People's Public Security force.

In particular, the rotating cadres, comrades who are provincial-level Police Directors and District-level Police Chiefs who are not local people and are assigned to new units and areas are not affected by family relationships, relatives, clans, acquaintances, or fellow countrymen, so they should be bold and determined in performing their assigned duties and tasks, thoroughly resolving outstanding work; respecting and being close to the people, closely following the grassroots to advise local Party committees and authorities to issue and effectively organize the implementation of programs and plans to ensure security, order, fight against and prevent crime, effectively serving the socio -economic development of the locality.

The results in ensuring security and order; fighting against corruption and negativity; innovating and streamlining the apparatus to operate effectively and efficiently; implementing Project 06, national digital transformation; preventing and combating natural disasters and epidemics, especially the recent Covid-19 pandemic; implementing social security policies, supporting the construction and repair of houses for policy families, poor households, disadvantaged households, ethnic minorities, revolutionary base areas... in each locality are vivid evidence in the work of arranging and rotating cadres associated with implementing the policy of arranging provincial-level Public Security Directors and District-level Public Security Chiefs who are not local people of the Public Security force.

PV: In the coming time, how should the work of rotating cadres in building the People's Public Security force be innovated to continue building a contingent of cadres of the Public Security sector with sufficient qualities, capacity and prestige, equal to the task, actively contributing to the cause of building and protecting the Fatherland, strengthening the people's trust in the Party and the People's Public Security force?

Lieutenant General To An Xo: In order to continue building a contingent of cadres of the People's Public Security force with sufficient qualities, capacity and prestige, equal to the tasks, the Party Committee of the Public Security Central Committee and the Ministry of Public Security have synchronously deployed many solutions on cadre work, including the work of rotating cadres. Promoting the achieved results, in the coming time, the work of rotating cadres needs to continue to thoroughly grasp and comply with the policies and regulations of the Central Committee, closely following the practical work of the Public Security; the work of rotating cadres of the People's Public Security force must be placed within the overall requirements of the work of rotating cadres of the Party, the State, of local Party committees and authorities and the work of personnel for Party congresses at all levels; must ensure connectivity and synchronization with the contents and tasks of building a truly clean, strong, disciplined, elite, and modern public security force to meet the requirements and tasks in the new situation in the spirit of Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo.

Combine rotation with increasing staff in difficult and complicated areas so that staff have the opportunity to be trained, tested, and demonstrate their outstanding qualities and abilities; at the same time, contribute to effectively resolving the security and order situation in the area. Research and expand the scope of arranging staff who are not local people or have held the position continuously for 2 terms or more, not only for the positions of Provincial Police Director, District Police Chief but also for a number of other specific leadership and command positions in the People's Public Security.

Through practical work and combat, discover and select outstanding cadres, young cadres, who dare to think, dare to do, dare to take responsibility, are excellent in all aspects, wholeheartedly serving the Fatherland and the People to introduce, select and transfer, train, foster, create immediate and long-term sources, contributing to building a clean, strong People's Public Security cadre team, with sufficient qualities, capacity and prestige to meet the requirements and tasks in the new situation, effectively serving the cause of building and protecting the Fatherland...
