Why not apply to all women who have 2 children?

"Why must you be under 35? Living in big cities and having two children is commendable. Not to mention that having children nowadays will be later because of many factors such as ensuring the family's finances and many other factors before having a second child.

Women's fertility declines sharply from age 35 and up
